Human Resources Manager

Cheil Worldwide

Panamá

Description

Role Overview

We are seeking a sharp, agile, and hands-on Human Resources Manager to lead our people operations. This isn't a purely administrative role; you will be the strategic engine driving our executive recruitment while maintaining total compliance and smooth internal operations. The ideal candidate balances the grit of a seasoned headhunter with the technical expertise required to manage labor relations, legal compliance, and payroll oversight in Panama.

Key Responsibilities

  • Elite Headhunting & Sourcing: Act as our in-house agency. You will proactively map talent pools, cold-outreach passive candidates, and build a pipeline for critical, hard-to-fill leadership and technical roles.
  • Labor Relations & Conflict Resolution: Serve as the primary point of contact for internal grievance management. You will foster a healthy workplace culture while confidently navigating disciplinary actions, performance improvement plans (PIPs), and terminations.
  • Legal & Ministry of Labor (MITRADEL) Compliance: Ensure 100% compliance with the Panamanian Labor Code (Código de Trabajo). You will oversee employment contracts, manage relations with legal counsel when necessary, and safeguard the company against labor liabilities.
  • Payroll & Compensation Oversight: Supervise the end-to-end payroll process, ensuring flawless execution of salaries, income tax, thirteenth month, and final liquidations.

Requirements & Qualifications

  • Experience: 5+ years of progressive HR management experience, with a heavy emphasis on direct sourcing/headhunting and local labor law execution.
  • Legal Mastery: Deep, practical knowledge of the Panamanian Labor Code, MITRADEL processes, and local payroll regulations.
  • Sourcing Skillset: Proven track record of using advanced LinkedIn Recruiter techniques, boolean search, and networking to land passive, high-level talent.
  • Languages: Full professional proficiency in both Spanish and English (essential for regional reporting and communication).
  • Soft Skills: High emotional intelligence, exceptional negotiation skills, a thick skin for handling tough legal/labor situations, and total discretion.
