Germany's national digital services portal. Product ownership at federal scale — vision, backlog, and direct coordination with government authorities.

A German federal government-owned technology company in Berlin is the contracted service provider for the continuous digital advancement of the national citizen services portal — the Bundesportal. The platform integrates all core eGovernment components: digital identity, form processing, authority access, and standardised service delivery for citizens across Germany. This Product Owner role sits at the centre of that programme.

The role operates at programme scale — multiple development teams, cross-stream backlog ownership, and direct stakeholder management with federal authorities. If you have genuine Product Owner experience in a public sector or government context, and you hold a CSPO or equivalent certification, this is worth your attention. German C2 is a hard requirement.

The Role

• Define and own the Product Vision and Product Roadmap for the federal digital services platform
• Establish a cross-stream requirements management process across all PO streams
• Create, manage, and prioritise the Product Backlog across multiple development teams
• Define quality criteria and cross-functional methodologies for requirements management
• Coordinate requirements with federal authority stakeholders; define new requirements and optimisations
• Drive maximum value delivery within and across all development teams

Essential Requirements

• Degree in Computer Science, Business Informatics, Business Administration, or comparable
• CSPO certification or equivalent PM qualification — mandatory, not negotiable
• Minimum 3 years' experience as a Product Owner in live product development
• Minimum 3 years' experience with agile methods (Scrum / Kanban) and Jira/Confluence
• Minimum 3 years' experience in product development in a public authority context (Behördenkontext)
• German C2 or native speaker — hard requirement; English B2 required
