Position Overview

Under the direction of the Associate Vice President of Human Resources, the Assistant Director of Human Resources is a key HR leader responsible for the day-to-day operations and service delivery of the Human Resources function at Cascadia College. This is an exciting opportunity for an experienced HR professional who is passionate about people, thrives in a fast-paced environment, and is committed to building a workplace where employees feel supported at every stage of their journey.

The Assistant Director supervises and develops HR Generalists, partners closely with the Assistant Director of Compliance and Payroll team, and serves as a trusted resource for supervisors, faculty, and staff across a broad range of HR functions.

As the Assistant Director of Human Resources, it is expected that the following qualities will be demonstrated daily: a high degree of understanding and empathy for all students, faculty, staff and visitors, as well as the ability to encourage the inclusion of all voices in decision-making, promoting equity in all areas, and actively working against institutionalized norms of oppression against historically marginalized people.

Initial Salary: $84,812.09 (includes 5% King County Premium Pay) County Premium Pay (KCPP)

Essential Duties

Staff Supervision & Team Leadership

  • Directly supervise HR Generalists, providing daily direction, workload management, coaching, and support.
  • Establish clear performance expectations, monitor progress, conduct regular one-on-one meetings, and complete annual performance evaluations.
  • Support staff professional development through training, feedback, cross-training, mentoring, and identification of growth opportunities.
  • Serve as an escalation resource for complex, sensitive, or high-priority HR matters requiring advanced judgment or coordination.
  • Promote a responsive, accurate, accountable, and service-oriented HR team culture.
  • Participate in hiring, onboarding, and training new HR staff to ensure continuity, consistency, and effective service delivery.

Talent Acquisition & Employee Lifecycle

  • Lead the full recruitment lifecycle for classified, exempt, and faculty positions including job postings, application screening, search committee coordination, salary placement, offer letters, and onboarding.
  • Champion and continuously improve the Equity Advocate Hiring Program; train search committee members on Equal Employment Opportunity (EEO) standards, applicant tracking system use, and confidentiality expectations.
  • Oversee background check processes and ensure completion prior to employee start dates.
  • Coordinate new employee onboarding including Canvas orientation, welcome letters, and Onboarding Tracker maintenance.
  • Manage offboarding processes including separation paperwork, ctcLink transactions, benefits offboarding, and transition announcements.
  • Administer the classified probationary review process and coordinate annual performance evaluations for exempt and classified employees.
  • Lead annual employee training programs and support professional development initiatives across the college.
  • Manage the HR newsletter and employee communications to maintain a connected and informed campus community.
  • Maintain accurate and organized personnel records in compliance with retention requirements.
  • Coordinate annual salary surveys and compensation benchmarking data to support workforce competitiveness.

Benefits, Leave & Compensation Administration

  • Administer employee benefits enrollment, changes, and COBRA notices in compliance with Health Care Authority Public Employees Benefits Board (HCA PEBB) requirements; serve as primary contact for employees and agency partners including HCA, Department of Retirement Systems (DRS), SBCTC, and University of Washington (UW) Benefits.
  • Lead Open Enrollment preparation and administration including employee communications, Health Savings Account (HSA)/Flexible Spending Account (FSA)/Dependent Care Assistance Program (DCAP) validation, and ctcLink data entry.
  • Oversee associate faculty benefits processing and spring 2-year averaging in coordination with WA state partner institutions and Student Learning.
  • Determine Family & Medical Leave Act (FMLA) eligibility; coordinate leave tracking and employee communications using the FMLA Tracker and email templates.
  • Process salary administration activities for all College employees, ensuring accurate initial placements and timely updates in ctcLink.
  • Coordinate annual Cost of Living (COLA) adjustments for classified, exempt, and faculty employees; prepare compensation spreadsheets and route for approvals.
  • Review minimum wage updates and prepare employee notifications as needed.

Perform other duties of a similar level and nature as requested

Education & Experience

Minimum Qualifications:

  • Bachelor's degree in Human Resources, Organizational Behavioral Sciences, Business Administration, or a related field AND three (3) years of progressively responsible HR experience; OR equivalent combination of education and HR experience.
  • Demonstrated knowledge of HR practices, State and Federal employment laws, and provisions of negotiated agreements.
  • Experience supervising or leading the work of others.
  • Demonstrated commitment to equity and inclusion and the ability to support a diverse workplace and educational environment.

Preferred Qualifications

  • Professional HR certification such as PHR, SHRMCP, or equivalent.
  • Experience in higher education or public-sector HR.
  • Familiarity with Applicant Tracking Systems and HRIS platforms (e.g., ctcLink).
  • Knowledge of Washington State benefits, retirement programs, and leave processes.

Knowledge Of

  • Federal and state employment laws and regulations.
  • Public-sector classification, compensation, benefits, and leave programs.
  • HR documentation and records management standards.
  • HRIS and ATS functionality.

Skill In

  • Supervising and supporting daily workflow of HR staff.
  • Managing complex HR processes with accuracy and efficiency.
  • Conducting job analyses and preparing classification documentation.
  • Coordinating recruitment processes and training search committees.
  • Using HRIS, ATS, and Microsoft Office applications.
  • Analyzing HR data and preparing reports.

Physical Work Environment

Semi-Sedentary Work: Involves staying in a stationary position to a significant degree. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met.

The College is currently in hybrid operations, with many assignments completed in an online environment during this time. Full-time employees are expected to be on-campus at least three (3) days per week with the option to work remotely for the remainder of their working days. This position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus and requires the ability to communicate in person or through appropriate means.

Positions in this class typically require operating a computer, communicating, observing, and repetitive motions.

This position involves exerting between 10-30 pounds of force occasionally and/or a negligible amount of force frequently to transport, put, install, remove, or otherwise move objects, with or without reasonable accommodation.
