The Job

The Project Manager- Senior Executive Professional Level (Temporary 2-years) will require a full complement of construction programme and project management technical skills, industry knowledge and expertise in delivering quality mixed-use schemes.

The Project Manager- Senior Executive Professional Level (Temporary 2-years) will work within a multi-disciplinary team tasked with the delivery of the Interim Project Manager Unit’s programme of work. This team will work with both internal and external stakeholders. The successful candidate will be required to work on all stages of the projects from inception to completion.

The successful candidate will assist in managing a number of projects and oversee their progress in a timely and cost-effective manner and will be responsible for identifying and managing risks, monitoring performance, scheduling, budgeting, organisation, co-ordination, and implementation of the projects.

The work plan will be staged including:

• the management of complex stakeholder relationships and the sign-off of defined project objectives to form an agreed project brief;
• the establishment of an overall project budget including all consultancy fees, construction and any other related costs;
• the production of a ‘Master Project Schedule’ and scheduled reports on scope, budget and timescale delivery against “Baseline” targets;
• the procurement of design team services;
• the supervision of the design and procurement process through to project construction and final handover.

The ideal candidate shall:

• Have knowledge of public procurement legislation and processes;
• Have knowledge of project management and construction management processes;
• Have familiarity with project management software e.g. Microsoft Project is essential;
• Have knowledge of risk management software;
• Have strong leadership skills and ability to motivate a team in a dynamic environment to tight timescales;
• Demonstrable leadership and human resources management skills including competence in conflict and crisis management;
• Have strong interpersonal and communication skills;
• Demonstrable commitment to continuing professional development;
• Demonstrate commitment to promoting a safety and sustainability culture within the project team and across all project activities;
• Have a strong, outward looking perspective and possess an awareness of developments within the construction sector;
• Be able to work within multi-disciplined teams as required and to work independently on allocated projects;
• Have the ability to manage financial resources within a budgetary control framework;
• Have a good working knowledge of the Capital Works Management Framework and the Public Works Contracts;
• Possess good IT skills.

Senior Executive Engineer

Character:

Each candidate shall be of good character.

Health:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Experience, etc.:

Each candidate must, on the latest date for receipt of completed application forms: -

(a) (i) hold an honours bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland*;

OR

(ii) hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) in Engineering AND a post- graduate masters degree (level 9 on the National Framework of Qualifications (NFQ) in Engineering;

OR

(iii) hold a masters degree( level 9 on the National Framework of Qualifications (NFQ)) in Engineering attained after completing and integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally;

OR

(iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as of equivalent status;

(b) have had at least seven years satisfactory relevant experience of engineering work;

(c) possess a high standard of technical training and experience;

(d) possess a high standard of administrative and management experience;

(e) have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

*A level 7 degree will be assessed on the basis that the period of study undertaken should be equivalent to at least 180 ECTS (European Credit Transfer Accumulation system) credits.

For international qualifications, the level of the qualifications will be determined using the NARIC Ireland Foreign Qualification database.

Fulfilling the eligibility requirements for these posts should not be taken as indicating that those qualifications would be acceptable for more senior engineering posts (i.e. Senior Executive Engineer and above)

Senior Executive Architect

Character:

Each candidate shall be of good character.

Health:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Experience, etc.:

Candidates shall, on the latest date for receipt of applications:

a) hold a professional qualification in Architecture, that is prescribed under the Building Control Act 2007, or a qualification in Architecture that is equivalent to a qualification so prescribed in Section 14 of the Building Control Act 2007 and;

b) be eligible for registration as an Architect under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act;

c) have at least five years satisfactory relevant experience of architectural work;

d) have experience in the design of buildings, the preparation of sketch plans, working drawings, details and specifications;

e) have knowledge of the principals of Urban Design and planning policy and practice;

f) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

Senior Executive Quantity Surveyor

Character:

Each candidate shall be of good character.

Health:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Experience, etc.:

Each candidate must, on the latest date for receipt of completed application forms: -

a) Hold a professional qualification in Quantity Surveying that is prescribed under the Building Control Act 2007, or a qualification in Quantity Surveying that is equivalent to a qualification so prescribed in Section 29 of the Building Control Act 2007, and:

b) Be eligible for registration as a Quantity Surveyor under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act;

c) Have at least seven years satisfactory relevant experience in quantity surveying;

d) Possess a high standard of technical training and expertise;

e) Possess a high standard of administrative and management experience;

f) Have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
