Position Summary
The Adult Services Program Manager provides strategic leadership, operational oversight, and
program management for adult-serving programs across reStart Inc. This position ensures the
delivery of high-quality, participant-centered services that promote housing stability, self-
sufficiency, and overall well-being.
The Adult Services Program Manager oversees program operations, supervises case management and
support teams, ensures compliance with funding and regulatory requirements, and promotes service
excellence through continuous quality improvement. This position must have experience working with
Federal HUD Housing Grants. This role works collaboratively with community partners, internal
departments, and leadership to strengthen participant outcomes and support organizational goals.
Programs assigned to this role may vary based on community need, organizational priorities, funding
opportunities, and operational structure.
Key Responsibilities
Program & Operations Management
• Lead daily operations of assigned adult services programs, ensuring effective, safe, and
consistent service delivery.
• Ensure programs operate in alignment with contractual requirements, agency policies, and
applicable regulations.
• Monitor service capacity, caseload distribution, participant flow, and staffing coverage to
maintain quality and responsiveness.
• Oversee participant engagement processes, including intake, assessment, stabilization
planning, and transition services.
• Support program expansion, innovation, and adaptation based on community needs and
organizational priorities.
• Ensure operational readiness for audits, monitoring visits, licensing reviews, and funder
assessments.
• Maintain oversight of program performance indicators and participant outcomes.
Team Leadership & Staff Development
• Directly supervise, coach, and evaluate case managers and support team members.
• Conduct regular supervision meetings, team meetings, and annual performance evaluations.
• Establish clear expectations, measurable performance standards, and accountability measures.
• Support professional growth through coaching, training, mentoring, and skill development.
• Monitor scheduling, staffing coverage, and timekeeping practices to ensure operational
continuity and compliance.
• Foster a collaborative, participant-centered, and solutions-focused team culture.
• Promote cross-training and operational continuity across programs and service locations.
• Partner with department leadership to strengthen workforce development and succession
planning efforts.
Participant Services & Housing Stability
• Ensure participants receive coordinated services that support housing stability, self-
sufficiency, and long-term success.
• Guide case managers in the delivery of strengths-based assessments, service planning,
resource navigation, and housing-focused case management.
• Support participant engagement efforts that encourage goal achievement and personal
empowerment.
• Assist with complex participant situations, crisis response, conflict resolution, and service
coordination as needed.
• Promote service delivery practices that align with Housing First principles and participant
choice.
Compliance, Documentation & Quality Assurance
• Ensure timely, accurate, and complete documentation across assigned programs.
• Conduct regular file audits and documentation reviews to maintain quality and compliance
standards.
• Monitor data entry and reporting requirements across applicable systems and databases.
• Prepare and review monthly, quarterly, annual, and ad hoc reports as required.
• Support grant monitoring visits, program reviews, and quality improvement initiatives.
• Assist in developing and implementing policies, procedures, and operational standards.
Community Partnerships & Collaboration
• Develop and maintain productive relationships with community organizations, service
providers, landlords, healthcare partners, and other stakeholders.
• Represent reStart in community meetings, coalitions, and collaborative initiatives.
• Support coordination of services between internal departments and external partners.
• Promote community engagement opportunities that strengthen participant support networks and
housing stability.
Qualifications & Experience
• Bachelor's degree in Social Work, Human Services, Public Administration, Psychology, or a
related field required; Master's degree preferred.
• Progressive experience in housing services, homelessness response, case management,
behavioral health, or related human services programs.
• Prior supervisory or leadership experience preferred.
• Strong understanding of housing stabilization services, community resources, and
participant-centered service delivery.
• Experience interpreting and implementing funding, regulatory, and program compliance
requirements.
• Demonstrated ability to manage multiple priorities in a fast-paced environment.
• Strong written, verbal, and interpersonal communication skills.
• Proficiency in Microsoft Office Suite and electronic case management systems.
• Ability to pass criminal background screening and pre-employment drug screening.
• Valid driver's license, reliable transportation, and current automobile insurance.

Work Environment & Physical Requirements
• Frequent walking, standing, bending, and movement throughout program facilities and community
locations.
• Ability to lift up to 50 lbs.
• Must have a valid driver’s license
• Ability to travel throughout the local community for meetings, trainings, participant support
activities, and partnership engagement.
• Primarily business hours with occasional evening or weekend responsibilities as operational
needs require.
