About Corporate and External Relations (CER):
CER's mission is to deliver financial and political support for the World Bank Group, strengthen its role as a global thought leader in development, and safeguard its reputation. CER manages corporate communications and global engagement with media, civil society, foundations, the private sector, donor countries, and international organizations.
The MENAAP team (CERMN) employs professionals across headquarters and country offices to promote peace and stability in the region. Its mission is to connect with diverse stakeholders, promote evidence-based development debate, and enhance the Bank's reputation as an effective development partner.
Role Overview
The Short-Term Consultant will support communications for the World Bank's country program in Algeria. Working with the CERMN team in Washington DC and across the region, the consultant will plan and implement communications strategies, identify opportunities and risks, develop high-quality communications products, and manage relations with internal and external clients.
The consultant will report to the Manager, External and Corporate Relations, MENAAP (CERMN) in Washington DC, and will work day-to-day with the WB Country Manager for Algeria and Regional Communications Leads in Rabat and Cairo.
Duties and Accountabilities
Communications and content:
• Determine and implement the most effective communications activities to promote the Bank's work in Algeria.
• Write and review outreach products including press releases, backgrounders, media packages, articles, social media posts, speeches, Q&As, website content, and briefing notes.
• Organize events to disseminate the Bank's research and stimulate development debates.
• Prepare results stories showcasing the impact of World Bank operations in Algeria.
Outreach and partnership building:
• Build strategic relationships with media, civil society, NGOs, academia, the private sector, and government agencies.
• Strengthen the Bank's media presence by producing newsworthy content for local publications and digital platforms.
• Nurture long-term relations with key stakeholders including Parliament, think tanks, and civil society.
• Oversee the country's social media strategy in coordination with the CERMN online team.
• Manage institutional positioning and dissemination of flagship knowledge products.

Selection Criteria
• Bachelor's degree in Communications, Journalism, Political Science, International Relations, Public Affairs, or Marketing, with 7+ years of relevant experience; or a Master's degree with 5+ years of experience.
• Proven writing, editing, and speaking skills in English, Arabic, and French.
• Knowledge of strategic communications and experience on high visibility/sensitive assignments.
• In-depth knowledge of the Algeria country context and political economy.
• Experience communicating complex technical concepts to diverse audiences.
• Experience working with senior management and media.
• Ability to work independently, manage multiple tasks, and operate in multicultural environments.
• Knowledge of World Bank Group policies/operations and private sector experience are a strong plus.
