1. Job Purpose

The Program Manager is responsible for the end-to-end governance, planning, execution, and delivery of the Transformation Program, ensuring alignment with organizational strategy, operational objectives, and regulatory requirements.

The role governs the program from ideation through design, implementation, and rollout, ensuring structured coordination across multiple projects, stakeholders, and delivery partners.

The Program Manager acts as the single point of accountability for integrated program delivery, overseeing:

  • Multiple system implementations
  • Cross-functional business and IT stakeholders
  • Multiple external suppliers and implementation partners

Critical expectation:

The Program Manager is required to manage and orchestrate multiple system implementers, suppliers, and stakeholders, ensuring:

  • Seamless integration across systems
  • Alignment of delivery timelines and dependencies
  • Consistency in governance, quality, and reporting
  • No fragmentation in delivery across vendors

2. Key Responsibilities

2.1 Program Governance & Structure

  • Establish and manage:
  • Steering Committee
  • Governance Committee(s)
  • Program Management Office (PMO)
  • Define roles, responsibilities, and reporting hierarchy
  • Govern the program across its full lifecycle

2.2 Program Planning & Roadmap

  • Develop and maintain:
  • Program roadmap
  • Delivery phases
  • Milestones and timelines
  • Ensure alignment between:
  • Business requirements
  • IT transformation plans
  • Maintain integrated master schedule

2.3 Multi-System & Multi-Vendor Delivery Management

  • Lead delivery across:
  • platform implementation
  • ERP system integration
  • Data migration and transformation
  • Testing and QA
  • Manage multiple system implementers and suppliers, ensuring:
  • Clear ownership split across vendors
  • Alignment of delivery plans and milestones
  • Coordination of interdependencies
  • Integrated end-to-end solution delivery
  • Act as:
  • Primary coordinator between vendors
  • Bridge between business, IT, and suppliers
  • Ensure:
  • No scope overlaps or delivery gaps
  • Unified delivery governance across all vendors

2.4 Benefits Realization

2.7 Vendor Governance (Strengthened)

  • Govern all vendors delivering components
  • Ensure:
  • Contract compliance
  • KPI adherence
  • Delivery quality
  • Manage:
  • Multi-vendor operating model
  • Vendor performance and accountability

2.8 Change Management

  • Oversee enterprise change management
  • Ensure:
  • User adoption
  • Business readiness
  • Communication execution

2.9 Quality, Compliance & Audit

  • Ensure adherence to:
  • Governance standards
  • Quality frameworks
  • Regulatory requirements
  • Maintain audit-ready documentation

2.10 Financial & Contract Management

  • Govern:
  • Program budget
  • Cost tracking
  • Financial forecasting
  • Ensure PR/PO and procurement compliance

2.11 Transition to Operations

  • Ensure structured handover:
  • Service management
  • Operations teams
  • Govern knowledge transfer and support readiness

4. Experience Requirements (NEW – Detailed)

Minimum Experience

  • 10 years total experience in IT / Digital Transformation
  • +5 years in:
  • Program management
  • Large-scale enterprise transformation

Mandatory Experience

  • Proven experience managing:
  • Multi-million AED transformation programs
  • Multiple vendors / system implementers simultaneously
  • Experience in:
  • SAP environments
  • Enterprise Asset Management (EAM) implementations
  • Large-scale integration programs

Preferred Experience

  • Experience in:
  • Utility / energy / nuclear sector
  • Experience managing:
  • ERP & EAM or similar transformation
  • Experience with:
  • Regulated environments (compliance-driven delivery)

Critical Experience (Explicit Add-on for your case)

5. Certifications (NEW – Highly Important for SoW / Procurement)

Mandatory Certifications

  • PMP (Project Management Professional)

  • PRINCE2 Practitioner

Strongly Preferred

  • PgMP (Program Management Professional)
  • ITIL (v4 Foundation or above)

Technical / Domain Certifications (preferable)

  • ERP (any functional/technical certification)
  • Equivalent EAM certification
