The Federation-wide Senior Data Analyst Officer position can be based in any of the following locations: Budapest, Hungary; Sarajevo, Bosnia & Herzegovina; Bucharest, Romania; Chisinau, Moldova; Ankara, Türkiye; Tbilisi, Georgia; Yerevan, Armenia; Bishkek, Kyrgyzstan; Dushanbe, Tajikistan, providing support to the Regional Office for Europe and contributing to global Federation-wide efforts and development.

Job Purpose

The primary task of the Senior Officer, Federation-wide Data Analyst, is to lead the Regional Office for Europe and Central Asia's Federation-wide data collection, validation, and analysis efforts with a particular focus on quality control. This includes all actions from coordination of inputs, setting up Federation-wide data collection tools, workflow, and process monitoring to developing data quality dashboards.

Responsibilities include supporting Europe Regional Office Federation-wide data systems for:

  • Unified Planning
  • Federation-wide databank and reporting system (FDRS) annual data collection
  • IFRC’s Ukraine and impacted Countries Emergency Appeal or any other major emergency in the Europe region requiring a Federation-wide data system setup.

A particular focus will be on the IFRC’s Ukraine and impacted countries Emergency Appeal, which started in February 2022 and is due to close at the end of 2027. This involves supporting the Federation-wide collection, validation, analysis, and visualization of financial and programmatic data from National Societies conducting domestic or international response operations as part of the Ukraine and Impacted Countries Emergency Appeal. In coordination with the relevant members of Regional PMER and QA Unit, the Senior Officer will support the phased transition from Regional- to delegation-led data reporting for the UIC Emergency Appeal.

This role supports the IFRC's commitment to making data-informed operational decisions and being an accountable and trusted humanitarian actor, as well as a partner of choice for governments and international partners. As a member of the global Federation-wide Data Systems (FDS) team, the Senior Officer will promote the Federation-Wide Results Based Management Approach, focusing on the achievement of performance and results in IFRC network programmes through better design, planning, monitoring, and evaluation. By enhancing self and partner awareness and ensuring consistent and transparent Federation-wide monitoring and reporting, the Senior Officer will contribute to more effective responses and the continued delivery of critical lifesaving work. The Senior Officer will ensure that data informs operational decision-making, highlights successes and gaps, and supports the global communication and positioning of the IFRC network.

The Senior Officer will collaborate with the wider PMER and Quality Assurance team, and Information Management colleagues in the Europe and Central Asia Region, IFRC country and country cluster delegations, as well as National Societies, to enhance reporting rates and maintain minimum standards of Federation-wide data quality.

The Senior Officer will report directly to the Regional Head of the PMER and Quality Assurance unit in the Regional Office for Europe and Central Asia and will have a technical line management relationship with the Federation-Wide RBM and Data Systems manager based in Geneva, ensuring full alignment with the FDS framework and standards.

Job Duties And Responsibilities

System Development and Optimization:

  • Lead the development and improvement of data collection and reporting tools and processes for the Federation-wide Ukraine and Impacted Countries Emergency Appeal, as well as other Federation-wide regional processes.
  • Provide technical support and guidance to the IFRC Country Delegations with development and operationalization of a standardized data collection validation and reporting systems, tailored to each country’s operational context.
  • Contribute to the development and improvement of data collection and reporting tools and processes for global Federation-wide initiatives, including Unified Planning and Reporting as well as the FDS annual data collection process.
  • Ensure quality control over the system and processes and support the compliance of team members with the established tools and methodologies.
  • Contribute to National Society capacity building in data collection and monitoring of response efforts by supporting National Societies in establishing or improving their own data management process, identifying gaps and opportunities, proposing system development alternatives and providing technical support for roll out and thus, ensuring a higher data quality overall.

Data Collection And Validation:

  • Lead the data collection and validation process for the Ukraine and Impacted Countries Emergency Appeal, Unified Planning data collection process and the FDRS annual data collection process.
  • In coordination with the regional PMER focal points and in-country PMER, propose data collection and validation processes for other major emergencies in the region.
  • In coordination with the regional PMER focal points and in-country PMER, support IFRC and National Societies to contribute to the development and improvement of federation-wide data collection tools and methodologies.
  • Contribute to the identification of gaps in the use of data analysis technologies for the IFRC and undertake to address the gaps where necessary.

Data Analysis, Visualization, And Reporting:

  • Support the analysis and reporting on the data collected for the Ukraine and Impacted Countries Emergency Appeal, other major emergencies, Unified Planning and the FDS annual data collection process.
  • Lead data visualization efforts and respond to additional data analysis requests.
  • Maintain quality control of the data pipelines and regularly update operational dashboards.

Alignment with Federation-wide Data Systems and contributing to global Federation-wide efforts:

  • Ensure the system, processes, and methodologies align with FDS standards and procedures.
  • Contribute to the adaptation of learning gained from the Ukraine and Impacted Countries Emergency Appeal, Unified Planning process and the FDS annual data collection process and propose solutions to improve global FDS processes.
  • Participate in wider analysis efforts and contribute to the Everyone Counts report.
  • Assist in ongoing efforts to develop Federation-wide tools, standards, and guidance.

Data Protection, Responsibility, and Accountability:

  • Promote accountability in data processing and management.
  • Ensure responsible processing of data using ethical standards and data protection principles.
  • Support efforts to increase the usability of data for decision making and accountability to stakeholders.

Coordination and Communication

  • Prepare and run technical briefings and support sessions regionally and in-country with IFRC colleagues and National Societies on data systems, collection, validation, analysis and reports, tools and guidance, data quality and data literacy, in coordination as necessary with other capacities (Information Management, Community Engagement and Accountability, National Society Development).
  • Identify and propose opportunities to use Federation-wide data for Communication and Humanitarian Diplomacy efforts.
  • Actively participate in regional cross-cutting efforts to enhance data collection, analysis and reporting across different capacities, particularly Information Management, Community Engagement and Accountability and National Society Development, identifying opportunities to maximize synergies and efficiencies and proposing solutions.

Education

Required:

  • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.

Preferred:

  • Post-graduate qualification in economics, statistics or data science
  • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience

Experience

Required:

  • Demonstrated work experience (3+ years) especially working on large scale data collection, management, analysis and visualization and delivering on targets successfully
  • Strong background in the management of quantitative and qualitative data for the humanitarian sector

Preferred:

  • 3 or more years’ experience working for the RCRC Movement
  • Experience in NS capacity strengthening
  • Experience working in an emergency response context

Knowledge, Skills and Languages

Required:

  • Highly developed research and analytical skills, including report writing and presentations
  • Confident in using advanced functions of Excel, Tableau / Power BI, and Kobo Toolbox. Other data analysis, visualization, and mapping tools would be a plus (e.g. Stata, R, Python, D3, CARTO, QGIS)
  • Excellent communication, organizational and presentation skills in English
  • Demonstrated core proficiency in (a) digital communication & collaboration, (b) basic digital content creation, (c) digital safety & security, (d) data literacy, and (e) problem solving with technology (including responsible use of AI assistants.
  • Understanding of and commitment to IFRC’s mission and values.
  • Fluently spoken and written English

Preferred:

  • Experience with designing and using monitoring and reporting tools, and best practices.
  • Good command of another IFRC official language (French, Spanish or Arabic)
