The International Research Team (IRT) at Ecorys Poland is seeking a highly motivated Senior Consultant/Lead Consultant with strong research and evaluation skills to support and expand our portfolio for EU and European institutions, as well as international organisations and donors (e.g., OECD, UN, World Bank). We deliver policy studies and evaluations across a wide range of areas, including energy and climate, employment and social policy, education, innovation, human rights, justice, and the rule of law.

Through this vacancy, we are particularly seeking candidates with proven expertise in Justice and Home Affairs (JHA), Health Policies, and Transport and Mobility areas, and a strong ability to work with EU legal and policy frameworks.

The role:

The International Research Team (IRT) focuses on delivering work for international clients in Europe and beyond. Our portfolio includes EU-wide studies for the European Commission and EU agencies (e.g. DG HOME, DG EMPL, DG RTD, DG ENER, EUROFOUND, EU-OSHA, ACER), evaluations for UN agencies (e.g. UNICEF), assignments for other international actors (OECD, bilateral and multilateral donors), as well as advisory work for the European Parliament.

The role can be offered either full time or part time and will be based at our office in Warsaw or fully remote where applicable.

Key Responsibilities:

As part of the Social Policy Team, you will be responsible for:

  • Preparing and winning tenders for European and international clients (technical inputs, methodology, budgeting support, coordination with partners);
  • Designing and developing advanced research and evaluation methodologies (both qualitative and quantitative), undertaking high-quality research, and preparing strategic reports for European and international clients;
  • Produce clear, well-structured deliverables in English (e.g., inception reports, methodological notes, interview/focus group guides, analysis, and policy recommendations);
  • Developing expertise within the company on a wide array of policy areas, including those of interest to you, and contributing to the development of our market strategies;
  • Managing project teams and subcontractors, taking responsibility for meeting client needs within quality, time, and budget constraints;
  • Building and maintaining relationships with a range of key clients and stakeholder/partner organizations, including academics, NGOs, and other actors, contributing to stakeholder mapping and consultation activities.

What you will need:

  • Expert knowledge and previous experience in one of the EU policy areas or in the development context – relevant to the areas mentioned above (JHA, Health, or Transport and Mobility);
  • Strong academic background: Master’s degree or equivalent in law, sociology, political science, social policy, or a related discipline as a minimum; PhD studies (ongoing or completed) is a plus;
  • Solid relevant professional experience in the field of public policy research at the EU level – in consultancy, academia, public administration, or social partners (NGOs/CSOs); experience in evaluating public policies is desirable;
  • Previous experience in developing research proposals and applying for funding at the EU level is highly desirable;
  • Strong analytical skills and excellent knowledge of quantitative and qualitative data collection and analysis methods (e.g., interviews/FGDs, surveys, desk research, comparative analysis, administrative datasets);
  • Strong English writing skills (C1/C2); candidates may be asked to provide writing samples/publications; knowledge of additional languages is an advantage;
  • Knowledge of European policy-making processes and EU Institutions or/and knowledge of development actors/context;
  • Experience working with/for EU institutions, EU agencies, or other international organisations in the relevant field is a strong advantage;
  • Project management experience is a plus;
  • Proactive, strong organisational skills, able to manage, and eager to take initiative in business

acquisition.

Contract type and Remuneration;

  • We welcome applications from candidates based in different countries;
  • Candidates based in Poland may be engaged under arrangements compliant with Polish regulations;
  • Candidates based outside Poland may be engaged through a consultancy agreement or another appropriate contractual arrangement;
  • The level of appointment (Senior Consultant or Lead Consultant) will depend on the candidate's experience, track record in business development, and ability to lead projects and proposal development activities.

Salary range and other benefits;

  • The indicative salary range: approximately EUR 2,000– EUR 3,750 gross per month. The indicative salary range is presented in EUR and reflects full-time equivalent remuneration
  • For candidates engaged under Polish contractual arrangements, remuneration will be agreed and paid in the PLN equivalent (gross);
  • The final compensation package will depend on the type of engagement, location, seniority level, experience, expertise, and business development track record;
