As part of Mannai Group’s business expansion in Saudi Arabia, we are looking to hire a proactive and experienced HR and Admin Manager based in Riyadh. The ideal candidate should have good experience in HR operations, administration, government relations, and Saudi government portals.

Job Purpose

The HR and Admin Supervisor will be responsible for managing HR operations, government relations, employee services, and office administration in Saudi Arabia. The role will ensure smooth HR support, proper compliance with Saudi labor regulations, and efficient administration for the business, with special focus on supporting automotive operations.

Key Responsibilities

  • Supervise day-to-day HR operations and administration activities in Saudi Arabia.
  • Handle government relations activities with relevant ministries and authorities.
  • Manage vehicle registration, ownership transfers, renewals, and clearance activities through Saudi government portals such as TAMM, Absher, FASAH, and ZATCA, ensuring compliance and smooth automotive operations.
  • Manage and update employee records on Saudi government portals such as Qiwa, Muqeem, Absher, GOSI, and Mudad
  • Coordinate visa processing, Iqama issuance, renewals, transfers, and employee documentation.
  • Support Saudization requirements and ensure compliance with Saudi labor law and company policies.
  • Manage employee onboarding, offboarding, joining formalities, and exit documentation.
  • Maintain accurate HR records, employee files, contracts, and official documents.
  • Coordinate payroll inputs, attendance records, leave records, and employee benefits.
  • Handle office administration, facility requirements, and general support services.
  • Coordinate with internal departments, external service providers, and government authorities.
  • Support management with HR reports, employee updates, and operational requirements.

Qualifications and Skills

  • Minimum 7+ years of experience in HR operations, administration, and GRO activities in Saudi Arabia.
  • Bachelor’s degree or diploma in Human Resources, Business Administration, or a related field.
  • Previous experience in the automotive industry is preferred.
  • Strong hands-on experience with Saudi government portals, including Qiwa, Muqeem, Absher, GOSI, and Mudad.
  • Good knowledge of Saudi labor law, Saudization requirements, and HR compliance.
  • Experience in managing office administration, employee services, and vendor coordination.
  • Good communication skills in Arabic and English.
  • Well-organized, reliable, and able to work independently.
  • Good leadership, coordination, and problem-solving skills.
