The Brussels Environmental and Sustainable Upgrade Unit, within the Directorate-General for Infrastructure and Logistics (DG INLO), oversees the development and coordination of the masterplan for redeveloping the European Parliament’s real estate portfolio in Brussels. Its primary objective is to enhance the energy efficiency and environmental performance of the buildings. The Unit is also responsible for delivering the projects stemming from this plan, including both major renovations and first-installation works. In particular, the renovation of the SPAAK building will be the most important project in the Unit's portfolio for the coming years.

DG INLO is looking for Technical Project Supervisor(s) (Contract Agent, Function Group III) to provide administrative support to the team working on the SPAAK building renovation.

Responsibilities and tasks:

The person we seek will provide operational, technical and administrative support for building project activities. They will contribute to the follow up of project studies and execution of works, assist with the preparation of the acceptance of works and facilitate handover to operational services.

The position involves frequent interaction with services from other directorates, units and departments, as well as with external contractors. The chosen candidate should be a strong team player, be proactive and demonstrate sound numerical skills, accuracy, attention to detail and a high level of reliability.

The position is based in Brussels, and occasional missions to other European Parliament workplaces may occur.

Key responsibilities include:

  • Providing assistance in technical, administrative and financial aspects of projects and follow up of assignments (including drafting notes and technical descriptions and monitoring contractual schedules, etc.)
  • Supporting the operational follow-up tasks of building projects (including needs assessment, planning, tender documentation, budgetary aspects, supervision of works, commissioning and handover)
  • Contributing to the logistical follow-up associated with the activities above
  • In the area of specialisation, maintaining working relations with the Parliament departments concerned, other institutions and external service providers

What we are looking for:

Training and experience:

  • At least a level of post-secondary education attested by a diploma, or a level of secondary education attested by a diploma giving access to higher education followed by at least three years’ professional experience in a field related to the duties (technical engineering, building, electromechanical, environment or equivalent)
  • Proven professional experience in the field of building projects of at least three years

Knowledge:

  • Knowledge in one of the following areas: structure, fittings (joinery, flooring and wall coverings, partitioning), heating, ventilation, air conditioning, electricity (high and low voltage installations), or building management technology (GTC)
  • Knowledge of administrative, budgetary and management procedures in the relevant field
  • Knowledge of other building trades
  • Experience in supporting building-related service contracts would be considered an asset
  • Good drafting skills
  • Excellent communication, organisational and coordination skills
  • Knowledge of relevant IT applications and collaborative platforms
  • In-depth knowledge of one official language of the European Union and a very good knowledge of at least one other official language of the European Union
  • In-depth knowledge of French and English is considered a significant asset

We are looking for someone who will contribute to project programming and monitoring, including budget follow-up, reporting and planning activities, and will support the implementation of the Unit’s project portfolio.

This is a Contract Agent (CA) position in Function Group III (FG III), a fixed-term contract under EU regulations.

We offer an initial contract for two years, with potential extensions of up to a possible maximum of six years of employment. Salary and benefits align with EU contract agent salary scales table (see here for details).
