About Us

The Vale of Glamorgan Council’s Enforcement Team plays a key role in parking enforcement, which is one of its primary functions. Officers patrol the area to ensure drivers comply with parking restrictions, issuing Penalty Charge Notices (PCNs) to vehicles parked illegally or in breach of Traffic Regulation Orders. This work helps manage traffic flow, improve road safety, and reduce congestion across the Vale.

Alongside parking, the team also deals with environmental and public space enforcement, tackling issues such as littering, dog fouling, fly‑tipping, graffiti, and breaches of byelaws or Public Space Protection Orders. They investigate complaints, gather evidence, issue fines where necessary, and work to educate residents and businesses to improve compliance. Overall, their role is to help keep the Vale clean, safe, and well‑managed.

About The Role

Pay Details: £41,771 to £46,162

Hours of Work / Working Pattern: 37 hours / 5 days per week (Mon to Fri) with flexibility to work weekends and bank holidays as required.

Main Place of Work: The Alps Depot, Wenvoe, CF5 6AA

This role is responsible for the strategic management and continuous development of the Council’s Enforcement Service. The postholder will ensure that all operational requirements, statutory duties, and policy objectives are delivered effectively while maintaining compliance with relevant legislation.

A key aspect of the role is to lead, motivate, and support staff, fostering a high-performance culture through effective training, performance management, appraisal, welfare support, and adherence to health and safety standards.

The postholder will also drive the efficient and effective use of resources across key service areas, including:

  • Civil Parking Enforcement
  • Waste Crime Enforcement
  • Byelaw Enforcement
  • Public Space Protection Orders (PSPO)

This will involve ensuring service delivery is consistent, responsive, and aligned with the Council’s priorities, while promoting professionalism, accountability, and continuous improvement throughout the team.

About You

The role requires substantial experience in parking and environmental enforcement, or a closely related field, alongside recent supervisory or management responsibility. Candidates should demonstrate a proven ability to manage, train, and motivate staff, supported by strong customer service experience and the ability to work effectively with diverse communities. A solid understanding of local authority enforcement services, relevant legislation, and health and safety requirements is essential, as is familiarity with electronic systems for administration and financial reporting. A qualification at NVQ Level 3 (or equivalent) or significant relevant experience (minimum five years) is also expected.

Core competencies include excellent leadership, communication, and interpersonal skills, with the ability to handle conflict calmly and professionally while maintaining high standards of customer care. The role demands a self-motivated individual who can work independently, manage competing priorities, and consistently meet strict deadlines. Strong IT literacy, particularly in Microsoft Office, is required, along with the ability to plan ahead, anticipate service demands, and allocate resources effectively to support service delivery and development.

The successful candidate must demonstrate flexibility, enthusiasm, and a commitment to equal opportunities and continuous service improvement. They will be expected to travel across locations, requiring a full driving licence, and be available to work outside normal office hours when necessary. Overall, the role calls for a proactive and adaptable professional who can lead teams effectively, deliver high-quality enforcement services, and contribute to the ongoing development of both staff and operational performance.
