Reporting to the Head of Financial Services (FS) Compliance, the FS Compliance Governance and Policy Manager is responsible for leading and overseeing the development, implementation, maintenance and governance of the FS Compliance Policy and Governance Framework.

The role holder will act as a key subject matter expert and trusted advisor to the business, ensuring that compliance obligations are appropriately identified, interpreted, communicated and embedded across An Post Financial Services. The role has significant responsibility for driving a strong culture of compliance, strengthening governance standards, and ensuring effective oversight and challenge across First Line Line (FLOD) and Second Line of Defence (SLOD) activities.

This role requires strong leadership, stakeholder management and regulatory engagement capability, with responsibility for influencing senior business stakeholders, challenging non-compliance, to comply with legislative and regulatory obligations, and internal policy requirements.

Responsibilities

The principal responsibilities associated with this role include, but are not limited to, the following:

  • Leading the development, implementation and ongoing enhancement of the FS Compliance Policy Framework across legislative and regulatory compliance and Financial Crime activities.
  • Owning the review and approval process for FS Compliance Frameworks, Policies and Methodologies, ensuring they remain aligned with current and emerging legislative and regulatory requirements, industry codes and standards, and business activities.
  • Providing robust Second Line of Defence (SLOD) oversight, challenge and guidance to First Line Of Defence (FLOD) business functions to ensure FS compliance risks are effectively identified, assessed, managed and controlled.
  • Driving and promoting a strong culture of compliance and ethical conduct across Financial Services activities through effective engagement, communication and leadership.
  • Leading the identification, interpretation and impact assessment of new and emerging legislative and regulatory requirements and ensuring appropriate implementation plans and policy changes are delivered.
  • Acting as a key advisor to senior management and business stakeholders on FS compliance governance matters, regulatory expectations and policy interpretation.
  • Developing, maintaining and enhancing the FS Compliance Obligations Universe to ensure all applicable legislative and regulatory obligations are appropriately captured, monitored and embedded within the control environment.
  • Overseeing the integration of legislative and regulatory obligations into policies, procedures, controls, monitoring activities and business processes.
  • Contributing to the development and execution of the annual risk-based FS Compliance Monitoring and Assurance Plan and ensuring thematic and emerging risks are appropriately considered.
  • Reviewing and challenging business proposals, products, processes, customer journeys and marketing materials to ensure legislative and regulatory compliance requirements are appropriately addressed prior to implementation.
  • Leading engagement with regulators in relation to compliance governance frameworks, policy matters, regulatory consultations and supervisory requests, in conjunction with the Head of FS Compliance.
  • Representing FS Compliance at governance forums and committees, including active participation in Second Line of Defence (SLOD) governance committees and providing effective oversight and challenge at relevant First Line forums.
  • Escalating material FS compliance risks, control weaknesses and regulatory concerns in a timely and effective manner, ensuring appropriate remediation and accountability are in place.
  • Partnering with Legal, Risk, HR, Internal Audit and business stakeholders to support a coordinated and effective compliance framework.
  • Supporting the design, delivery and continuous improvement of FS Compliance Training and Awareness programmes to strengthen regulatory understanding and accountability across the business.
  • Contributing to the ongoing enhancement of the FS Compliance Risk Management Framework and supporting broader governance and strategic compliance initiatives.
  • Demonstrating An Post values and behaviours in day-to-day work and actively addressing behaviours that support or conflict with these values.

Qualifications

The successful candidate will have a professional compliance qualification and/or relevant third level degree, together with at least 5 years’ recent and demonstrable experience in a senior compliance, risk or audit role within the financial services, insurance or other regulated sectors.

The successful candidate will possess strong technical knowledge of FS regulatory compliance frameworks, governance and financial crime requirements, together with practical experience operating within a Three Lines of Defence (TLOD) risk management model.

You will have proven experience in:

  • Leading and implementing compliance policy governance frameworks and regulatory change initiatives.
  • Providing effective second line oversight and constructive challenge to business stakeholders.
  • Engaging with regulators and interpreting regulatory requirements within a complex regulated environment.
  • Developing and embedding effective compliance controls and governance standards.
  • Managing competing priorities and delivering high-quality outcomes in a dynamic regulatory environment.
  • Building strong relationships and influencing stakeholders at all levels, including senior management.

PLEASE NOTE: In order to secure appointment, the successful candidate must satisfy the Central Bank of Ireland Fitness and Probity Standards attaching to this designated Control Function role.

Salary

Salary range starting from €74,666.Placement within the advertised salary range will be determined based on the successful candidate’s skills, experience, qualifications and alignment with the role requirements.
