Federal Construction Claims & REA Advisory | Remote | Part-Time / As Needed

We support complex capital programs nationwide by providing objective, defensible analyses that help clients resolve disputes, manage risk, and improve project outcomes.

POSITION OVERVIEW

The Summit Group is seeking experienced Construction Claims Consultants to support ongoing and upcoming federal construction claims assignments. This is a flexible, hourly consulting opportunity ideal for professionals with expertise in Requests for Equitable Adjustment (REAs), Time Impact Analyses (TIAs), delay analysis, CPM scheduling, construction cost evaluation, and dispute resolution. Consultants will support project-specific engagements on an as-needed basis and may work independently or as part of a multidisciplinary team of schedulers, cost analysts, engineers, and claims professionals.

RESPONSIBILITIES

  • Review and evaluate Requests for Equitable Adjustment (REAs), delay claims, and contract modification requests
  • Analyze project schedules using Primavera P6 and other CPM scheduling tools; perform schedule delay analyses including Time Impact Analysis (TIA), as-planned vs. as-built, and other accepted methodologies
  • Evaluate entitlement, causation, responsibility, and quantum associated with construction claims
  • Review contractor cost submissions and supporting documentation for allowability and reasonableness
  • Develop detailed chronologies, issue analyses, and technical memoranda
  • Prepare written findings, recommendations, and claim assessments for government and private-sector clients
  • Support negotiations, dispute resolution efforts, mediation, arbitration, and litigation preparation activities as required
  • Participate in client meetings and technical reviews

DESIRED QUALIFICATIONS

  • Bachelor’s degree in Engineering, Construction Management, Architecture, Project Management, or related field
  • Five or more years of experience in construction claims, CPM scheduling, project controls, construction management, or related disciplines
  • Experience analyzing REAs, TIAs, change orders, delay claims, and schedule impacts on federal or commercial construction projects
  • Working knowledge of Primavera P6 and CPM scheduling principles
  • Familiarity with the Federal Acquisition Regulation (FAR), construction contracting practices, and government project delivery processes
  • Strong technical writing and analytical skills
  • Ability to work independently with minimal supervision

HIGHLY DESIRABLE

  • Professional Engineer (PE), Project Management Professional (PMP), Planning & Scheduling Professional (PSP), Certified Forensic Claims Consultant (CFCC), Certified Cost Consultant (CCC), Certified Cost Professional (CCP), or equivalent industry credential
  • Prior experience serving as an expert witness, owner’s representative, contracting officer’s representative, claims consultant, or forensic scheduler
  • Experience supporting federal agencies including the Department of Veterans Affairs, USACE, GSA, NAVFAC, or other federal organizations
