About URBEX and DPLab
Over the years, URA has spearheaded efforts to strengthen urban planning and design workflows through the application of urban science, geospatial and data analytics, modelling and simulation (M&S), and AI technologies. In 2022, URA was designated as the Whole-of-Government (WOG) Urban Planning & Design Technology Centre of Excellence (URBEX), to lead the planning and design sector in building up these strategic capabilities.
The Design & Planning Lab (DPLab) is a multi-disciplinary team in URA which drives URBEX efforts. In recognition of our work, URA was conferred the 2024 Esri Special Achievement in Geographic Information System (GIS) Award for demonstrating vision, leadership and innovation in the use of GIS technology. URA was also awarded the Esri Singapore GeoInnovation Award in 2024 for being amongst Singapore’s most progressive organisations in the use of geospatial solutions to transform the future. Our flagship product, ePlanner (a web-based geospatial platform that brings digital planning tools to WOG) also won the Excellence Award at the Singapore Public Service’s Science, Technology and Engineering Conference 2024.
In DPLab, you will work alongside talented individuals with expertise in wide-ranging domains including data policy, governance, strategy and engineering, product strategy, business analysis, software engineering, cloud engineering, urban design technologies, data science, AI/Machine Learning, and M&S. You will also work closely with planners, architects, and policymakers to co-create digital solutions that contribute to enhancing the liveability, sustainability and resilience of our city-state.
What You Will Be Working On
- In this role, you will formulate digital and AI transformation strategies for URA and its business groups. Working closely with stakeholders, you will map service journeys, surface business challenges, and translate these into technology solutions that deliver measurable outcomes. This includes identifying opportunities to apply AI and digital technologies across upstream and downstream planning processes — spanning strategic planning, physical planning, urban design, development and growth management, regulatory development control, and infrastructure planning and coordination.
- You will partner with business groups to conduct end-to-end business analyses and facilitate service journey mapping exercises, identifying where the right technology — AI, automation, or process redesign — can strengthen planning outcomes, improve service delivery, and drive productivity gains. As a trusted partner, you will support business groups in their problem definition and solution scoping through to the implementation of fit-for-purpose digital products and the realisation of intended benefits. This includes assessing the technical feasibility of proposed solutions, estimating resource requirements, and identifying risks and challenges to inform prioritisation of development efforts. Throughout the product development process, you will work collaboratively with AI Engineers, Data Engineers, Software Developers, UX Designers, and Data Scientists to deliver the solutions.
- Beyond AI solutions, you will develop and drive organisational transformation strategies that support the effective adoption of AI across URA and its business groups. This ensures that AI tools and capabilities are built up and meaningfully integrated into day-to-day business processes. In partnership with business groups, you will engage the URA community through targeted training and change management efforts, building AI literacy and competencies at both individual and organisational levels. Underpinning these, you will champion strong governance practices and ensure that AI is adopted in a secure and responsible manner.
What We Are Looking For
- The ideal candidate brings a strong analytical mindset, experience in business or systems analysis, and has a keen interest in cities and applying AI and digital solutions to make Singapore an even more liveable, sustainable and economically competitive city.
- You should hold a degree in Computer Science, Information Systems, Business, Urban Planning, or a related field. A postgraduate qualification or professional certification in business analysis, product strategy & management, or AI-related disciplines would be an advantage. Prior experience in digital transformation, change management, or technology implementation projects will be valued.
- At least 2 years of relevant experience, in business analysis, product strategy & management, and proficiency and experience in the following:
Business & Systems Analysis
- Requirements gathering, process mapping, and gap analysis
- Feasibility studies and cost-benefit analyses
- Developing business cases, functional specifications, and user stories
- Business process modelling and re-engineering
Service Journey & Experience Design
- Service journey mapping and process redesign workshops
- Human-centred design principles and user research methods
- Translating user needs into clear problem statements and solution briefs
Technology & AI Evaluation
- Assessing and comparing technology solutions against defined business requirements
- Conducting proof-of-concept evaluations and product assessments
- Understanding of AI and machine learning concepts, including their practical applications, limitations, and risks
- Understanding of data governance and responsible AI practices
Project & Product Management
- Working in agile or hybrid project environments
- Managing project backlog, defining acceptance criteria, and tracking delivery milestones
- Estimating resource requirements and identifying project risks
- Strong communication and stakeholder engagement skills are essential, as you will regularly work across technical and non-technical teams, facilitating workshops, translating technical concepts for non-specialist audiences, and presenting recommendations clearly. Experience with service journey mapping, agile methodologies, or human-centred design approaches, as well as understanding of urban planning processes, would be advantageous.
