Health Financing Specialist

  • Level of Effort: 9‑month consultancy supporting the Ministry of Health, Sierra Leone
  • Start date: Flexible/as soon as possible

We are seeking an experienced and highly capable consultant to provide technical assistance to the Ministry of Health to co-design and support the initial operationalisation of a pooled health financing mechanism. This will bring together development partner funding and domestic public resources into a more coherent and aligned system to support delivery of the Basic Health Benefits Package (BHBP) and wider health financing reforms. Candidates from Sierra Leone are strongly encouraged to apply.

The consultancy will work closely with government and development partners to assess the current fragmented financing landscape, build consensus around pooling approaches, and develop the technical, institutional and fiduciary design of the mechanism. The role will also clarify linkages with the emerging Strategic Purchasing Agency and support development of a phased transition roadmap and initial implementation steps.

This assignment requires strong stakeholder engagement, political economy awareness, and the ability to translate complex health financing concepts into practical, implementable design options tailored to the Sierra Leone context.

Qualifications:

  • Master’s degree in Public Health, Health Economics, Public Administration, Development or related field
  • Minimum 10 years of experience in Sierra Leone’s health sector
  • Detailed knowledge of country-level health financing reforms, PFM systems and legal frameworks
  • Strong facilitation, coordination and stakeholder engagement experience
