The Head of Project Development, SEA will be actively involved in Water & Waste projects in SEA in the pre-feasibility, feasibility and offer phase. He / She will also contribute to country’s strategy, business or cross-functional analysis. He / She will take the lead for all phases of the project, including driving the commercial & project development team, during the project development phase until the project is awarded. He/She is the main contact point for external stakeholders such as customers and partners in the different countries as well as managing the internal stakeholders.
Responsibilities
His/Her responsibilities include the following:
- Once the projects are detected by the BD team, the incumbent will screen and provide support in line with the requirement and strategy of Suez.
- With the support of the Finance team, review and assess the financial criteria of the project according to Suez requirement.
- He/She, along with the PD team, will lead the full Project Development cycle until award and closing of the project.
- Actively contribute to defining solutions for the project which meets the customers’ expectations and needs.
- Lead and manage feasibility studies, offers in cooperation with:
- BU or Suez business experts.
- External resources, design offices & partners..
- Drive the project development progress.
- Lead the structuring of the project:
- Developing the contractual framework of the project with partners and customers (risk allocation, distribution of services).
- Involved in structuring the project financing portion.
- Participating in the negotiation and drafting of contractual documents (shareholder agreement, JV agreement, EPC contract, etc.).
- Performing strategic analysis:
- Country and/or business analysis in relation to BUs and BAs.
- Review and follow-up of the projects pipeline.
Requirements
- Min 10 years experiences in water & waste and/or infrastructure service projects such as Water Operations & Maintenance, Waste-to-energy especially in the development phase of new projects / offers.
- Prior relevant experience in MNCs is a big advantage.
- Experience with following O&M / BOT project proposals.
- Experience with working for projects in Southeast Asia region such as Philippines, Indonesia and Vietnam.
- Good knowledge of water / wastewater / WTE technologies in an advantage.
- Degree in Environmental Engineering or other related engineering degree is a plus.
- Good understanding of the different business models and legal frameworks of water / waste infrastructure projects (merchant, BOT, PPP, EPC, PPA, etc.).
- Willing to travel up to 40% around the SEA region or to other region.
- Fluent in English and 1 additional language is a plus.
