Hungary
I am a Hungarian lawyer inspired by supporting effective protection of human rights and the rule of law with legal research, analysis and drafting, in which I developed my skills in cooperation with international organizations in the fields of Public International Law and EU Law for almost nine years and through writing my Master's thesis. While assisting my parents in running the household and attending to their as well as my Grandmother's needs gives me a sense of purpose, I am seeking employment opportunities to leverage my knowledge alongside conceptual thinking. By participating in edifying webinars, hybrid conferences and online courses, I aspire to deepen my understanding of key areas and concepts of international law, such as States' positive obligations, acquiescence and responsibility for internationally wrongful acts. Their correlation at the intersection of Human Rights Law, Transnational Criminal Law and International Criminal Law, I started to explore in my aforementioned comparative study stressing States' responsibility for prevention of impunity for serious human rights violations in the context of their compliance with the purpose of the European arrest warrant and that of the Convention on the Transfer of Sentenced Persons from the point of view of the legality principle which allowed me to obtain my LL.M. degree last year.
I was initially hindered by my health condition in completing my thesis research, which I had been gradually elaborating in parallel with my former official duties in a different field of international law with a view to earning my LL.M. degree, with implications for human rights protection revealed. Since my mother became seriously ill a month before the deadline for submission, I provided first aid to her, managed the household (basically by cleaning, grocery shopping, bringing or preparing lunch and gardening); moreover, my grandmother's needs, including running errands for her. Following my mother's partial recovery, I also assisted my father in an ongoing renovation work and official business while preparing for a test of the Council of Europe and submitting further applications for vacancies in addition to my participation in online courses of the CoE Human Rights Education for Legal Professionals and international career fairs. Since January of this year, I have regularly profited from educative and skill building online academic discussions and presentations in English while supporting my parents if necessary and applying for professional opportunities.
-Assistance in tailoring the drafts of non-binding international agreements (Memoranda of Understanding) on the provision of Stipendium Hungaricum Scholarships to citizens of developing countries to the State Parties' preferences by liaising with diplomats and the competent Tempus Public Foundation - Further legal support as required, such as the drawing up of the legislative proposal on the internal legal procedure (approval) necessary for entry into force of the treaty providing legal basis under international law for the conclusion of Memoranda of Understanding (MoU) with legal personalities of international law other than States -Prepared talking points and background materials in English and Hungarian for high-level officials in respect of the operation of the Programme and the availability of its Students at Risk Subprogramme for students fleeing the war in Ukraine, in cooperation with the relevant higher education institutions, in addition to writing meeting minutes
Advised other departments or ministries on the procedures applicable under Hungarian law to treaties or non-binding MoU, including legal analysis of the drafts of bilateral agreements with a focus on their entry into force and of the competences of Hungarian authorities to sign MoU in a particular subject matter -Prepared full powers authorizing members of international conferences to adopt the texts of international agreements or sign them; moreover, drafted instruments of ratification expressing Hungary's consent to be bound by international treaties, coupled with diplomatic notes including explanatory information on request -Drafted communications of the minister specifying the dates of the entry into force in Hungarian law of treaties (their effective dates) and helped a colleague of mine to keep the database of international agreements updated -Voluntarily note-taking on the High-level virtual panel discussion to mark the 15th anniversary of the adoption of 2005 World Summit Outcome Document and the responsibility to protect on 7 October 2020
-Collaboration with the United Nations Office of Counter-Terrorism (UNOCT) on the establishment of the Regional Programme Support Office in Budapest by reviewing the draft of the Supplementary Agreement to the Host Country Agreement (HCA) including the applicable privileges and immunities -Prepared the initiative for the Government Decision requesting the National Assembly to permit ratification of the HCA and the treaty on the Joint United Nations-Hungary Regional Conference for Central Europe on Prevention of Radicalization to Terrorism: Regional Policy Responses and Risk Mitigation (7-8 November 2019); moreover, provided UNOCT with an overview of the event -Analyzed the drafts of joint EU statements on the proposed resolutions of the UN General Assembly concerning migration and wrote executive summaries through research work also in the context of the use of force, e.g. on the potential removal of the 'enemy State' clauses from the UN Charter -Represented Hungary at the Joint Meeting of the Regional Working Groups of the Budapest Process migration policy dialogue in Skopje (9-10 October 2019)
- Drafted legal opinions and compiled position papers or background materials in response to the inquiries of international organizations based on thorough legal analysis and consultation with experts on complex Hungarian legal regulations in educational matters, such as education of migrants and segregation of Roma children at school or the amendment to Hungarian law on higher education and the draft law on the transparency of organisations receiving support from abroad examined by the Office of the UN High Commissioner for Human Rights, the Venice Commission and the European Commission - Coordinated elaboration of the position of the Ministry on a potential intervention of the Hungarian Government in certain preliminary ruling procedures before the Court of Justice of the European Union based on summarizing the relevant content available in English or German and French -Preparation of draft negotiating positions on the Council Recommendation on promoting automatic mutual recognition of qualifications and learning periods abroad -Formulated talking points in English and Hungarian together with background documents and executive summaries for my superiors, organized their or other pundits’ participation in events; furthermore, wrote meeting minutes, reports of conferences or the country visits and the fact-finding mission of the European Commission in the matter of segregation of Roma pupils
-Assessed air passenger claims, such as denied boarding, cancellation or long delay of flights from all around the world based on Regulation (EC) No 261/2004 and communicated with the clients in writing in both English and German -Carried out legal research in a broader context of international law and national laws, in particular by collecting up-to-date information on the limitation period applicable in the respective countries, including the relevant Hungarian legal provisions -Preparation of pleadings in court proceedings with other lawyers via daily use of an interactive online office suite and translation of general and legal texts displayed on the Company’s website from English into Hungarian
-Conducted research on atypical acts in EU law under the Lisbon Treaty accompanied with a study on the case law of the Court of Justice of the European Union on manifest error of assessment concerning also the Court's competence -Assisted in the preparation of the EP’s legal opinion on the accession of the EU to the European Convention on Human Rights for the hearing before the Court of Justice of the European Union and attended it -Wrote a report of a meeting of the Budgetary Control Committee and summaries of different conferences such as the RENEUAL conference discussing the Draft Model Rules on EU Administrative Procedures as well as following trialogue negotiations on the revision of Financial Regulation for European Political Parties -Contributed to the analysis on the European Commission's proposal for amending Regulation on investigations by the European Anti- Fraud Office as regards the establishment of a Controller of procedural guarantees and attended the lawyer linguists’ meeting related to the Transparency Register
