In his 15+ years in the construction industry, Zach has worked directly with customers to manage and resolve many different types of issues on their projects. At Secretariat he provides construction damages valuations on a diverse range of matters and supports experts in providing dispute resolution services to clients. Zach has provided expert evidence relating to cost audits, change order entitlement and valuation, claim pricing and evaluation, and delay and disruption cost impacts in support of litigations and arbitrations. In addition, he has performed project management and project controls on engagements both domestic and international. Prior to joining Secretariat, Zach provided change order management and project controls services to clients on many large, complex construction programs. He also managed all aspects of a $35M construction management business including planning, bidding, staffing, and executing new projects. He has a Bachelor of Science (B.S.) in Civil Engineering from The George Washington University and is a Licensed Professional Engineer in the State of Connecticut.

CCM | 7 - Line Extension | MTA Capital Construction Part of the Consulting Construction Management Team helping progress the 7-Line extension towards completion. Core responsibilities included: - Managing and tracking all change orders on the base $2.1 billion contract; - Working with the estimating team to develop a cost estimate for each change order; - Coordinating scope and negotiation meetings; - Negotiating price and labor productivity with the contractor; - Interacting extensively with the client; Successfully settled over $10 million in changes to the contract
• Project Controls | Goethals Bridge Replacement Project (P3) | Port Authority of NY and NJ: Consulted the Port Authority during the RFP phase of the project. Core responsibilities included: - Customizing existing Port Authority Standard Specifications according to project requirements, as well as developing additional specifications to ensure all aspects of client standards are accommodated. - Thoroughly review all initial and customized Standard Specifications to ensure all relevant facets of construction process have been accounted for by release of Request for Proposal. - Ensuring specifications conform to Design Build Finance Maintain (DBFM) suitability. - Compiling a Contract Deliverables Requirements List - Extensive client interaction • Design | Marine Parkway Bridge Scour Monitoring | MTA Bridges and Tunnels: Core responsibilities included: - Calculating quantities of repairs to be made to existing foundations - Estimating total construction cost to client. - Developing repair details and drawings. - Incorporating specifications for project requirements. • Resident Engineering & Inspection | Willis Avenue Bridge Replacement Project | NYC DOT: The $630 million project consisted of the demolition and replacement of a 109 year-old swing span bridge crossing the Harlem River and construction of new approach spans and ramps crossing the FDR Drive in Manhattan and the Major Deegan Expressway in the Bronx. Core responsibilities included: - Reviewed design submittals and RFIs prior to operations. - Performed quantity take-offs for various portions of the work as well as change orders. - Experienced with substructure, footing, and superstructure construction. - Managed the work of multiple construction crews. - Inspected many facets of construction including rebar, caisson and structural concrete placement to New York State Construction Specifications.
