After failing to meet the requirements to participate during my high school graduation ceremony, followed by the humiliation of returning for an additional semester. I realized in 1993 that I had to make better decisions. So, after finally graduating high school, I left Montgomery Alabama and joined the US Army to learn how to be a man. Now after 24 years service, I retired from the Army as a gentleman with a set of values, morals and more credentials than I ever imagined. The Army provided me the opportunity to be all that I can be by investing in my education, even though my previous academic record was not deserving. I started my military career as a Private which is the lowest position in the Army. Based on my performance and potential, I attained the rank of Staff Sergeant in the Noncommissioned Officer Corps, Chief Warrant Officer Two in the Warrant Officer Corp and finally the rank of Major as a Field Grade Officer. I understand what it means to have a strong work ethic, however, I do support the concept of working smarter instead of harder. In closing, I would like to say thank you to the men and women who continue to serve our great nation.
The U.S. Army STARE (Search, Track, Acquire, Radiate, Eliminate) Program is part of the Program Executive Office Missiles and Space, focused on developing and integrating advanced sensors and systems for integrated air and missile defense. The Director of Operations role is a senior management position within this project office, responsible for ensuring the program’s operational effectiveness, readiness, and alignment with Army mission goals. The STARE Program’s Director of Operations plays a critical role in translating technical capabilities into operational readiness, ensuring that the Army’s sensor network can detect, track, and neutralize threats effectively in both current and future combat environments. This role is part of a broader effort to modernize the Army’s Integrated Air and Missile Defense Battle Command System (IBCS) and support future multi-domain operations. Core Responsibilities Operational Oversight: Lead and coordinate the day-to-day operations of the STARE Program Office, ensuring all activities support the program’s mission to modernize and sustain sensor capabilities. Strategic Planning: Collaborate with program leadership to develop and execute operational strategies that align with Army objectives, including readiness, modernization, and multi-domain operations. Performance Monitoring: Analyze operational data and reports to evaluate performance, productivity, and efficiency, and recommend improvement. Cross-Functional Coordination: Work with engineering, acquisition, logistics, and technical teams to integrate sensor development, testing, and deployment into operational architectures. Stakeholder Engagement: Serve as the primary liaison between the STARE Project Office, Army leadership, industry partners, and other DoD entities to ensure alignment and progress. Readiness & Modernization: Ensure current sensor systems remain operationally ready while driving modernization efforts to address emerging threats.
I currently serve as the Chief of Operations, Plans and Strategy (CHOPS), and the Deputy Director of G3 (Operations). I directly support a three-star General Officer and a two-star equivalent Senior Executive Service (SES) for the Portfolio Acquisition Executive - Fires which is located in Huntsville Alabama. I lead, guide and mentor two NH-03 Civilians and eight subordinate contractors with achieving organizational goals and objectives. I provide direction, assistance, and support for all operations, systems acquisition, and logistics activities within the organization, with a focus on process improvement and tasker management. I have served as a hiring panel member and created position descriptions to close personnel gaps within the G3. I have provided guidance and direction to our Public Affairs, Protocol and Human Resources team due to the intertwined nature of completing internal and external operational tasks. I have coordinated over one hundred and forty-six meetings between Industry Partners and the RCCTO Leadership. I have served as the lead planner for multiple HQDA Senior Leader visits, the Space and Missile Defense Symposiums 2021-2025 and created the Senior Leader engagement plans for AUSA 2021-2025

I provide direction, assistance, and support for all operations, systems acquisition, and logistics activities within the organization, with a focus on process improvement and tasker management. I use analytical and managerial skills and abilities in evaluating a multitude of systems acquisition, logistics management, and technical initiatives under the domain of the organization. I communicate and coordinate with project and product management officers and supporting matrix organizations/business centers located at various sites, PEO organizations, and higher-level staff organizations.
A Systems Engineering Architect is responsible for providing advanced concept and technology expertise for the special access program central office in support of the Ballistic Missile Defense System (BMDS). Recommends security structures to facilitate integration efforts while protecting critical information in areas to include systems engineering, test and evaluation, modeling and simulation, security classification guides and transition to operation. Also, has the ability to evaluate the benefit of specific classified technologies, form classification recommendations and develop integration plans.
While assigned to the United States Army Space and Missile Defense Command, my duties consist of serving as a Site Manager in Huntsville Alabama responsible for managing 15 employees working on Redstone Arsenal and 15 employees on Peterson Air Force Base, Colorado including sub-contractors in support of the Capability Development of multiple system platforms and the Integration of these platforms within the High Altitude Space domain. These systems are classified. As a Site Manager / Capabilities Developer I determine, develop, synchronize and integrate Army sustainment capabilities within the Army and Joint Interagency, Intergovernmental and Multinational (JIIM) environments from concept to capability development for Space and Missile Defense Command and force modernization proponents across the Doctrine, Organization, Training, Materiel, Leadership Development, Personnel and Facilities (DOTMLPF) domains, resulting in a trained and ready operator / sustainment force fully integrated into the Army, Combined and Joint War-fight. • Coordinate actions by generating requirements and approving BOIP changes while working with multiple program managers. • Conduct inspections which consisted of Logistics demonstrations, Technical Manual reviews and serving in the Battle Lab to ensure feasibility of concept. • Graduate of the Fort Lee Capabilities Development Course • Participated in the development of new equipment achieving milestone C approval in support of the acquisitions process.
