Dr. Vero S. Carrera has developed his career as a freelance professional in architecture and urban planning since 2004. In 2007, she shifted her focus to International Cooperation and Humanitarian Aid. Her extensive experience in emergency infrastructures has enabled her to contribute significantly to various humanitarian crises across different contexts and countries, collaborating with leading humanitarian organizations. She holds a PhD in Urban Architecture from the Universidad de Alcalá (UAH) and a Master's in Advanced Architecture and City Design from UAH. She is an expert in Water, Sanitation, and Hygiene in International Cooperation, accredited by the Universidad Politécnica de Madrid (UPM), and Human Settlements Development in the Third World (UPM—ICHaB, UNESCO Chair). She has actively participated in the World Health Organization, contributing to various working groups and creating guidelines for the design and construction of infectious disease treatment centres. In 2011, she co-founded n'UNDO, an innovative alternative to traditional urban planning. This organization allows her to address urban and environmental concerns through project development, consultancies, and evaluations. She has been dedicated to imparting knowledge and learning from university students for over twenty years.

The evaluation has assessed NCA Bangladesh Program 2018 - 2019 in Cox´s Bazar, starting in October 2017 and still ongoing, applied to the entire program extension, with a special focus in 2019. The purpose of the evaluation focuses on the fidelity of implementation to the program design, whether the program has achieved its expected short term and medium-term outcomes and whether there has been value for money. It is twofold: Understand what has happened in the NCA emergency response in Cox’s Bazar, Bangladesh (achievements and challenges) and the extent to which the NCA humanitarian response achieved program objectives, with specific emphasis on core humanitarian standards (CHS), component four. To improve future action: Enable organizational learning by targeting best practices, lessons learnt, and recommendations for future humanitarian operations, especially those related to internal organisation and implementing partners` coordination mechanisms.
