    After more than 27 years with MicroPact, Mr. Gottlieb retired from active service in the firm in order to spend more time with his wife, two children and 5 grandchildren; and to start chipping away at a large backlog of personal projects and interests. In addition, Mr. Gottlieb now serves as Director and Treasurer on the Board of the Glaucoma Research Society of Canada; a non-profit organization dedicated to the advancement of glaucoma research in Canada. The Society receives and evaluates dozens of research proposals from scientists, doctors and universities each year. It raises money through various fundraising activities and is therefore able to provide grants that fund innovative and promising research in Canada.

He is a recognized North American expert on regulatory practices, legislation and reform. He has served as chair and co-chair of various committees for the Council on Licensure Enforcement and Regulation (CLEAR) including program committees which determine content for the Council’s annual conference. He has often served both as speaker and session coordinator for CLEAR. Prior to joining MicroPact, Mr. Gottlieb founded, owned and directed a software development and consulting firm providing various accounting, inventory control, and manufacturing systems to small and medium sized companies. After joining MicroPact in 1991, Tom directed the company’s first Regulatory Boards System development project for the Tennessee Department of Health. This system covered all aspects of state regulation including application tracking and licensure, fees, testing, inspections, and enforcement functions. It was the first of its kind in North America to implement a large central regulatory agency on a single integrated relational database, using a sophisticated configurable rules-based processing engine. This implementation became the foundation of MicroPact’s current Commercial Off The Shelf (COTS) offerings of Regulatory products.
