Interbasin Transfer subject matter expert supporting NCRWA’s goals and policy related to NC’s regulation of interbasin transfers. The work involves research and analytics to support NCRWA’s position. Including outreach to various stakeholders and regulatory bodies and commissions, including the NC General Assembly.
The Section Chief of the Water Planning Section in the Division of Water Resources, NC DEQ. The Division of Water Resources’ mission is to protect the state’s water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. This goal is achieved through providing technical assistance, consultative services, permitting of regulated entities, certification of water treatment plant operators and wastewater operators, inspection and compliance activities, laboratory analysis and testing, and educational outreach and training. The Water Planning Section develops standards, rules and management strategies to protect water quality, carries out water supply planning, provides guidance to local water systems and monitors drought conditions. The Section is comprised of seven Branches: Classifications/Standards and Rules Review, Modeling and Assessment, Nonpoint Source, Ground Water Management, Basin Planning, Water Resources Information Technology, and Water Supply Planning. The Section is comprised of a staff of about 68 employees with staff located in Raleigh and a satellite office in New Bern.
Responsibilities included state water and river basin supply planning and hydrologic basin modeling; water supply technical assistance to local governments; special studies of regional water supply issues, including interstate issues; administering state water allocation laws related to capacity use areas and to interbasin transfers; and technical support for NC Drought Advisory Technical Team.
