Building Manager wide latitude for the exercise of independent judgment I was responsible for the coordination and supervision of all operations and maintenance, lease assignments, utilization, construction, alteration, repairs, and safety activities, GSA forced moves, and janitorial/grounds maintenance, protection and other PBS programs and activities in Government owned and leased facilities on and within the buildings I managed. My duties were performed under the general direction of the Senior Building Manager, who evaluated my performance on soundness of judgment in making decisions for the success of programs. The majority of the most controversial issues and/or significant problems were resolved independently of supervisory assistance. These situations required me to make on-the-spot program decisions generated by ongoing Field Office operations and requirements. In this regard, I operated with full technical authority, and my decisions were accepted without significant review. I enforced policies, procedures and standards pertaining to the adequacy of service and compliance with contract terms. As the designated Contract Officers Representative I was responsible for the administrative oversight and coordination for the regional construction contracts. I have administers contracts for supplies, services and construction up to $2.1 million per Indefinite Delivery, Indefinite Quantity (IDIQ) delivery order procurement, and assists in the preparation of specifications and administration of construction contracts in excess of non IDIQ procurement authority of up to $100,000. I have determined tenant services to be provided and arranged for their provision. Performed work for tenants on a reimbursable basis when such work is beyond that provided GSA on a non-cost basis under the Fund; to include extra protection, after-hours use of the buildings, addition cleaning, and alterations beyond initial space preparation
