Organisation Development, HR Divison My primary portfolio is leading quarterly culture-related campaigns, bi-annual employee engagement surveys, and ad-hoc staff engagements - both quantitative & qualitative. This typically involves strategising & conducting pulse surveys, focus group discussions, data analyses, report generation, debriefing dept & division heads, and recommending interventions. I facilitate training workshops, conduct orientation workshops for new hires, create staff engagement emailers via Canva, host tours of the port, and lead monthly staff engagement events for the division.
Assistant Head of Leadership & Organisational Development We oversee Leadership Development, Organisational Development, and Learning & Development. My primary portfolio includes: • Drafted a Learning & Development policy for A*STAR to provide guidance for all learning-related matters • Refreshed A*STAR’s core competency framework, aligned to the newly launched competency framework rolled out by Public Service Division, for Whole-of-Government - to operationalise Career Development & Advancement framework (CDAF) • Codified functional competencies of all scientific staff within A*STAR's research entities - to operationalise Career Development & Advancement framework (CDAF) • Procured new learning management system for A*STAR • Curated, procured, rolled out, and reported on a suite of training courses for HQ staff, and Research Entities staff • Oversaw training budget of ~$5million SGD ($1000 per headcount) Secondary portfolio: • Curated developmental opportunities for Public Service Leadership Programme (PSLP) officers within the Economy Building sector. • Led workplace mental wellness efforts by curating workshop for all reporting officers / leaders within A*STAR to be trained in identifying and managing workplace mental wellness issues. • Organised MTI's inaugural Firefly Induction Programme (FIP) for new hires across MTI Ministry Family • Coordinated Public Service Week 2021 events for whole-of-A*STAR --------------------------------------------------------------------------------------------------------- The Agency for Science, Technology and Research (A*STAR) is a statutory board under the Ministry of Trade and Industry of Singapore. We advance science and develop innovative technology to further economic growth and improve lives. We also play a key role in nurturing and developing talent and leaders for our Research Institutes, the wider research community, and industry.
Digital Workplace Programme Office (renamed Future Workplace in 2020): The Digital Government Blueprint captures the vision for the digital workplace of the Public Service: “The Government must have a digitally-confident workforce which is supported by a digitally-enabled workplace and digital tools.” This vision is supported by strategies to build the digital capabilities of all public officers. My primary job scope : • Strengthened digital capabilities for all 145,000 public officers across Whole-of-Government (WOG), in order to transform the Public Service into a digitally-enabled workplace led by digitally literate officers. • Developed learning interventions (i.e. classroom courses, online modules, quizzes) and conducted hands-on training workshop. • Created a competency framework and learning content for senior leaders across Whole-of-Government, enabling them to lead digital transformation in their agencies. • Collaborated with subject matter experts from the Civil Service College, GovTech, and the Smart Nation and Digital Government Office to drive strategy and develop content for digital capability training. My secondary portfolio included creating & administering the monthly WOG Public Service Transformation Pulse, revamping the bi-annual WOG Employee Engagement Survey, revising the annual WOG Govt-To-Employee ICT Satisfaction Survey, and driving WOG Employee Wellbeing efforts. -------------------------------- The Public Sector Transformation Cluster stewards transformation and change through system interventions, optimising resources and structures, building horizontal capabilities and reinforcing Public Service values. “We drive transformation and change from the centre, ensuring alignment to WOG priorities and direction, to be One Trusted Public Service with Citizens at the Centre.” We optimise at the systems level and provide support to agencies to be an innovative Public Service that delivers today and is ready for the future.
I worked with the Singapore Public Service Divsion (PSD) to develop a contextualised leadership competency framework for senior leadership - from Director-level through to Permanent Secretary-level. This is the Leadership Competency Framework 360 (LCF 360), currently used across the Service as a leadership development 360 profiling tool. Differentiated versions of the LCF 360 were created for different job functions.
I conducted 360-degree feedback briefing and data collection with Directors from majority of Ministries & Statutory Boards across WOG.

I assessed talent attraction and talent retention of IT staff as part of my Masters dissertation project. During which, I liaised with the Senior Employee Engagement Manger to better understand the current challenges faced, and designed the survey. At the conclusion of my dissertation, I presented my findings and recommendations at Marks & Spencer London Head Office.
