I am a multidisciplinary Researcher and Policy Analyst with hands-on experience in public policy development, governance reform, sustainable development, and climate action. With a background in geosciences, political economy, and environmental management, I have served at the highest levels of subnational government in Nigeria, most notably with the Katsina State Government, where I’ve contributed pro bono to over 30 policy documents, strategic roadmaps, and institutional reform initiatives across sectors such as solid minerals, climate, the digital economy, and trade. As a Don Lavoie Fellow in Political Economy at the Mercatus Center (George Mason University), graduate of the Kashim Ibrahim Fellowship, and trainee of the National Institute for Policy and Strategic Studies (NIPSS), I have received rigorous training in public policy, governance, institutional design, and public sector leadership. I also hold over 100 international certifications in climate policy, ESG, sustainable development, energy transition, economic development, and governance. Globally, I contribute as a STEM Mentor at the New York Academy of Sciences, a peer reviewer for international journals, and an active participant in global fellowships and programs including On Deck, FXB USA, Climate Reality, and Climate Vine. My goal is to shape inclusive, evidence-based policies that promote sustainable development, public sector transformation, and institutional resilience. I am committed to achieving this by supporting governments to align and coordinate policies, and by developing actionable implementation strategies that unlock untapped economic potential, create jobs, diversify economies, and advance energy justice across Africa and beyond.
- Providing pro bono expertise in policy formulation, review, and analysis for various Ministries, Departments, and Agencies (MDAs) and government initiatives through the Office of the Economic Adviser. - Supporting policy development efforts through research, drafting, and strategic input. Key contributions include: 1. Political Economy and Impact Analysis of the U.S. Tariff Policy: Katsina State Government's Strategic Response and Policy Recommendations for Nigeria. 2. Concept Note for the North West Investment Area Agreement (NWIAA) 2024. 3. Editorial review of Katsina State Economic Council policies across sectors including Solid Minerals, Climate Change, SDGs, ICT, Digital Economy, Trade, Creative Economy, Tourism, and SMEs, among others. - Drafted and reviewed Bills for state-owned enterprises to advance institutional reforms and strengthen their contribution to economic growth. Completed works include: 1. KIPDECO: A Bill for a Law to Amend the Katsina State Investment and Property Development Co. Ltd Law to Strengthen Provisions for Investment in the State. 2. KIPA: A Bill for a Law to Repeal the Katsina State Investment Promotion Agency and for Incidental Matters Law No. 6 of 2017; and to Enact the Katsina State Investment Promotion Agency Bill 2023, Providing for Investment Promotion and Public-Private Partnerships in the State. 3. KSTA: A Law to Establish the Katsina State Transport Authority (KTSTA) for Providing, Managing, and Operating Inter-State and International Transport Services for Passengers and Goods, and for Purposes Connected Therewith. 4. Housing Authority: A Bill for a Law to Repeal the Katsina State Housing Authority Edict of 1975 and to Establish the Katsina State Housing Corporation, 2024.
Key Achievements: Led a multidisciplinary team of legal and policy experts in drafting, reviewing, and enhancing all major policy and strategy documents of KATDICT. Ensured alignment with Nigeria’s national legal frameworks and Katsina State’s vision of building a technology-driven, knowledge-based economy. Successfully led the development of the following policies and strategic documents: 1. Katsina State Intellectual Property Policy. 2. Katsina State Data Revolution Masterplan. 3. Katsina State ICT Policy. 4. Katsina State Digital Economy Policy. 5. Katsina State Startups Policy. 6. SMART Katsina Broadband Masterplan. Key Responsibilities: 1. Policy Drafting and Finalization: Reviewed and refined policy drafts to meet legal and strategic standards. Conducted detailed assessments to ensure relevance, clarity, and compliance. 2. Implementation Strategy Design: Developed actionable, context-specific strategies to guide policy implementation across sectors, ensuring long-term viability and impact. 3. Inter-policy Alignment and Integration: Ensured strategic coherence among all KATDICT policies, aligning them with the overarching goal of a “Technology-Driven, Knowledge-Based Economy.” Promoted inter-agency collaboration for integrated policy execution. 4. Legal Framework Development: Provided legal analysis and support in structuring policy frameworks, ensuring full compliance with national legislation and international best practices.

The Kashim Ibrahim Fellowship (KIF) is a non-partisan, one-year leadership development program initiated by the Kaduna State Government for high potential emerging Nigerian leaders aged 25–35. It aims to build a network of future leaders equipped for top roles in public service and beyond. In 2022, 24 Fellows were selected through a rigorous merit-based process, representing Nigeria’s diverse regions, religions, and cultures. The fellowship has four core components: I. Education: Through seminars, workshops, speaker sessions, and brown bag meetings held in Nigeria and abroad, Fellows gain a broad understanding of leadership and governance. II. Work Placement: Fellows are assigned to MDAs in Kaduna State, working closely with senior officials. They also tour all Local Government Areas to learn firsthand about grassroots governance. III. Community Service: Fellows identify local challenges, raise funds, and implement impactful legacy projects to serve communities. IV. Fellowship: By living and working together, Fellows promote national unity, peace, and mutual understanding across cultural and religious divides.
As the 4th elected Secretary of the 5th Cohort of the Kashim Ibrahim Fellowship (KIF 5.0, Class of Phoenix), I oversaw the Fellows Office and its assets, served as the official signatory and liaison to the KIF Secretariat, maintained accurate meeting records (shared within 72 hours), and held custodianship of one of the office keys. I ensured effective communication and coordination on all matters concerning the Fellows.
The Editorial Committee oversaw the publication of the Fellows’ book Rising from the Ashes: Strategies for Nigeria's Development. Despite Nigeria’s status as the 'Giant of Africa,' its progress has been hindered by economic crises, political instability, and rising debt. This book, authored by the 5th Cohort of the Kashim Ibrahim Fellowship (KIF 5.0, Phoenix Class), presents practical strategies to drive sustainable, inclusive growth. It addresses key political, economic, and social issues, aiming to inspire dialogue and action. With a focus on innovation and policy relevance, the book offers guidance for policymakers, scholars, and citizens committed to national development. I am honored to have authored Chapter 8, which explores economic diversification and international trade policies as pathways to a resilient Nigerian economy.
