With overall responsibility for 87 staff and the following services: - Property Management (including 5 call centres and 25 other buildings) - Facilities Management at all sites (hard and soft services) - Fleet Management (1,200 light commercials, 400 company cars and 250 other vehicles) - Roadside contractor management (3,500 sub-contractors) and - Procurement (£180m of annual expenditure) RAC was sold in 1999. Prior to sale, RAC undertook an 18 month long, major corporate identity repositioning project. I was an integral part of this team as Finance, Change and Programme Manager of the £23m project.
The store planning function was accountable for acquiring, converting, maintaining and disposal of retail premises utilised by the business. My role included the establishment and management of the following three teams: - Procurement – Negotiated and appointed suppliers, with framework agreements, to provide services to the business, which included main building contractors, Quantity Surveyors, Architectural services, shop fittings, security, utilities. - Purchasing/supplies – took approved projects and purchased the goods and services required by the project management teams, to provide and maintain a fully functional store for the client. - Quantity Surveyors – provided budget and forecast information to the feasibility teams and cost managed live projects. Key achievements - Direct labour force outsourced (TUPE) - Services purchased on a project by project ('turn key solution') basis - Average new store development time reduced from 26 weeks to 12 weeks - Aggressive new store development program achieved on time and £17m below budget
Reporting directly to the Chief Executive, the purpose of the role was to co-ordinate purchasing, across all departments (Education, Social Services, Fire, Police, Highways, Estates, Chief Executives and National Parks) and to ensure maximum value for money was achieved (and delivered) at all times: This involved working with: - Budget holders to refine their requirements and co-ordinate the supply contracts for goods and services - The supply base to measure performance and ensure the Council received full service, on time and to budget - Staff, mentoring and training in supplier management. - Ensuring compliance with regulatory areas such as OJEC Compliance - Worked on the development of the Direct Services Organisations (DSO’s) - Provided the same procurement support service to the DSO’s once they were established Key achievements - Took the radical step of handing the central operating budget for the function directly to my customers.
