Physician-scientist with over 20 years of experience bridging clinical medicine, public health research, and health system governance. My work sits at the intersection of data-driven policy, quality monitoring, and evidence-based regulation — with a focus on universal health coverage, ambulatory care reform, and health information systems. I hold an MD, a PhD in medical sciences (cardiovascular physiology and autonomic regulation), and a Master of Public Health. This combination allows me to connect clinical realities with health system performance, methodological rigor, and policy impact. In recent years, my work has contributed to key health system reforms in Switzerland, including the national shift from inpatient to ambulatory care (ambulant vor stationär), evidence-based health benefit package assessment (analogous to HTA processes at international level), and strengthening health data governance at cantonal and federal level. I am particularly interested in how robust health information systems can drive equitable, efficient, and accountable health systems — priorities that align closely with the WHO vision for Universal Health Coverage and the Sustainable Development Goals.
My work at Gesundheitsdepartement Basel-Stadt focuses on healthcare data analysis that supports policy development and informed management decisions. I advocate for smarter, data-informed approaches to healthcare governance. I do notice the critical lack of reliable data in ambulatory care — an area essential for both quality monitoring and effective policy reforms such as ambulant vor stationär. I support initiatives that aim to strengthen oversight and regulatory frameworks in this domain. I am a strong proponent of a more integrated healthcare data ecosystem — one that not only connects providers across sectors but also reduces the administrative burden on frontline clinicians. Better data should serve both patients and professionals by improving coordination, transparency, and efficiency across the system.
Working at the department 'Leistungen Krankenversicherung. Mostly preparing the scientific constructs on which the federal committee on the national health insurance package (ELGK) advices the state department.
Participating in existing projects, as well as initiating projects, to improve (the measurement of) the quality of healthcare. Efforts are made to assess the quality of medical interventions, at the level of indication as well as at the level of outcome. We aim to promote the quality improvement circle in hospitals. Administrative functions include 'Leistungscontrolling', 'Mindestfallzahlen' and project evaluations like that of 'ambulant vor stationär'. During the COVID-19 pandemic I participated in a team preparing policies and laws allowing/promoting hospitals to prepare for additional (intensive care) patients.
