Professional core experience in policy formulation and implementation in the fields of environmental management, sustainable development, and inclusive growth with specialization in multilateral environmental convention/ agreements. Managed several key national policy formulation & Implementation portfolios that includes biodiversity conservation and biosafety, management of E-waste and hazardous waste, remediation of contaminated sites, and management of Air pollution. Formulated country's first Wetland Conservation legislation, developed E-waste and Hazardous waste management legislation of 2016, introduced the concept of e-waste producer responsibility for management of waste, developed the National Clean Air Programme with comprehensive framework. I have represented Government of India position in several multilateral environmental conventions as the lead negotiator. I was the national focal point for the Basel convention and contact point for the Minamata convention for Mercury. I was Vice Chair for the Open Ended Working Group under Basel Convention.
Management and control of air pollution control in the country through i) Policy formulation and implementation; ii) Technical Assistance and capacity building of key stakeholders; iii) Designing and implementing incentive schemes to control pollution; and iv) Engaging key stakeholders and inter-sector co-ordination for effective policy implementation. Focal point person for the data/statistical analytics to assess the effectiveness of ongoing programmes; and potential economic and environmental impacts of new policy, programmes, and strategic actions for pollution management and control.
Management of Hazardous Wastes, E-Waste, and Mercury, and Remediation of Contaminated Sites in India. Represented Government of India in multilateral conventions namely “Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal”, and “Minamata Convention on Mercury”. As lead negotiator for these conventions, National Focal Point for “Basel Convention” and Contact Point for “Minamata Convention” responsible for formulating the country position for various meetings of the Conventions including for Conference of Parties (CoP) of Basel Convention, and Intergovernmental Negotiation Committee (INC) of Minamata Convention.
