• Senior legal consultant to international and Cambodian appellate Judges of the Extraordinary Chambers in the Courts of Cambodia (ECCC), advising on the application of international criminal law, international humanitarian law, human rights standards, and Cambodian law in proceedings concerning persons most responsible for genocide, crimes against humanity, serious war crimes, and certain other Cambodian crimes committed during Democratic Kampuchea (1975-1979). • Drafted, reviewed, and finalized sections of the appeal judgment in Case 002/02 against KHIEU Samphân. • Reviewed summaries of testimonial evidence prepared for public dissemination. • Currently spearheading the declassification and reclassification of confidential case-related documents across ECCC case files to support public access, archival preservation, and historical research.
Provide expert legal and policy analysis, research, drafting, and strategic advice on matters of public international law, particularly international criminal law, international humanitarian law, international human rights law, and their gender dimensions, for international organizations, non-governmental organizations, think tanks, and governments. Recent examples include: • European Investment Bank: Research Consultant on Fragility and Resilience Assessment of Syunik Province (Nov 2023-May 2024). • Center for Truth and Justice: Senior Legal Consultant (Dec 2023-Apr 2024). • International Criminal Court: Legal Consultant for the Defence in the case of The Prosecutor v. Maxime Jeoffroy Eli Mokom Gawaka (June 2023-May 2024). • UN Trust Fund to End Violence against Women: Gender expert for the Technical Review Group, reviewing, assessing, and scoring multi-year grant applications (2021-2025). • UNDP Tajikistan, Rule of Law and Access to Justice: Designed and delivered a training course for Supreme Court judges on increasing gender responsiveness in cases involving gender-based violence (June-Sept 2022). • AAPC / Action Against Prohibited Conduct: Provided research, drafting, and strategic advisory services relating to accountability for prohibited conduct within international organizations (2021-2024). • Government of Armenia: Provided pro bono legal research, analysis, and drafting support to Armenia’s legal team in proceedings before the International Court of Justice in Armenia v. Azerbaijan under the International Convention on the Elimination of All Forms of Racial Discrimination (CERD), arising from the Armenia-Azerbaijan and Nagorno-Karabakh conflicts (Oct-Dec 2021).
• Awarded a competitive fellowship within the Eurasia Democratic Security Network (EDSN), a regional program bringing together leading scholars, practitioners, diplomats, civil society actors, and policy professionals working on democratic security across the Eurasian region. • Research focus: Transitional justice options within the Armenia–Azerbaijan peace process, examined as part of broader peacebuilding, democratic security, and rule-of-law consolidation in the South Caucasus.
• EVN Report is an English-language digital media platform providing independent journalism from Armenia to a global audience. • Regular contributor of opinion-editorials on legal and policy issues relating to the Armenia-Azerbaijan and Nagorno-Karabakh conflict. • Author of the column “Unleashed” featuring articles that reflect on the empowering journey of overcoming fear, finding freedom, and tapping into our inner strength, drawing on universal themes through stories and musings from the Armenian experience.
