A proven leader with over 29 years of Management, Engineering and Science Leadership experience. Extensive knowledge of requirements development, design, testing, deployment, validation and verification, and analysis.
Ethereal Space is the first commercial company to build a dedicated space weather satellite constellation as a sentry to monitor potentially hazardous solar activity and conditions on the Sun, in the solar wind, magnetosphere and ionosphere which can degrade, damage, or devastate all spacecraft in orbit and the Earth-based industries which rely upon them. Our team is comprised of aerospace and defense industry professionals who have spent their careers in space. From the design and development of science missions for both GEO and LEO, to the spacecraft and instruments such as: multispectral and hyperspectral spectrometers, passive microwave and infrared atmospheric sounders, ozone profilers, GNSS Radio Occultation, GNSS Reflectometry, Electro-Optical/Infrared Imagers, and radar altimeters. The Ethereal Space team has successfully designed and led multiple space missions including satellite assembly, integration, test, launch and operations. Our work includes the US Government, Foreign Governments, and Civil/Commercial missions globally.
Served as the Associate Director for Civil and Environmental Space for Raytheon Space and C2. Leads the design and development of next-generation Earth observing science for both GEO and LEO missions. Responsible for the capture management and strategy/business development of all civil and commercial spacecraft development within Space and C2 for Raytheon Intelligence and Space. Serves as the liaison for vertically integrated offerings between S&C2, Blue Canyon Technologies and Raytheon Vision Systems. Previously served as the acting Chief Scientist and Lead for the MDS Organization, a Cross-Product Team that directly contributes to the design, development, deployment and operations of the next-generation meteorological satellite constellation: the Joint Polar Satellite System. JPSS also includes the Common Ground System (CGS) supporting multiple missions and agencies. This includes the DoD Defense Meteorological Satellite Program (DMSP), Japan’s JAXA GCOM-W1, European Meteorological Satellite Program’s METOP-A/B, the USN WindSat, Coriolis and NSF satellites. Responsible for creation of Mission Data Services Charter, key roles and responsibilities, initial hiring and daily key leadership activities. The MDS Team Charter is to help JPSS be able to pro-actively recognize potential issues with the system and work those to successful conclusion prior to them becoming an operational issue. MDS is responsible for the collection, analysis and monthly reporting and presentation of the end-to-end operational metrics on the performance of the JPSS "system of systems" that make up the delivery of the mission data from the spacecraft to the consumers of the data. The Mission Data Services Team is also responsible for ensuring high availability and low latency of science data delivery.
Served in a working systems engineering leadership role for MDA Government staff supporting Ground Based Midcourse Defense (GMD), Command Control Battle Management and Communications (C2BMC), Navy 3rd and 7th Fleet Aegis, Theater High Altitude Area Defense (THAAD) and Aegis Ashore/Phased Adaptive Approach (PAA) test bed located at the Pacific Missile Range Facility (PMRF), and other BMDS related mission partners. Provided subject matter expertise and advice to MDA senior staff including the CIO, MDA Systems Engineer, Director and Deputy Director MDIOC, and other MDA Government leadership to develop, refine and clarify requirements. Defined and established new models for improving the effectiveness of project documentation, project leadership, technical reviews and approval board briefings on multi-million dollar operational BMDS systems. Led the development and deployment of the MDIOC Systems Engineering Management Plan (SEMP) and SPEC that define the MDIOC as a “system of systems.”
Success in supporting multiple flight test events including NATO-partner events and multi-agency, multi-unit distributed training events for the United States Air Force, United States Navy and United States Army units. Responsible for the creation of technical design packages, including Visio drawings of proposed design and final / implemented design. Architect for successful communications solutions on several high-level Joint Combatant-Command Exercises including Integrated Missile Defense and Vigilant Shield series. Developed the missile defense concept of operations and a master scenario events list for the Distributed Multi-Echelon Training System (DMETS). Produced the infrastructure/interface design and documentation, and managed the network installations for five complex C2BMC integration and test cells located in the MDIOC. Designed and managed the concurrent test and operations data feeds to support early warning analysis. Developed an inter-organizational concept of operations for simultaneous, secure discriminated access to early warning feeds from DSP/SBIRS. Extensive work designing and implementing WAN/LAN solutions including security via intrusion detection systems and firewalls.
Responsible for the project management and infrastructure documentation on installations for the engineering staff located in multiple offices, as the official techonolgy provider to an NFL team. Produced and managed many noteworthy accomplishments/projects; design and leadership of the implementation team for multiple voice and data disaster recovery centers; design and installation of systems with 5,000+ nodes; and the design, engineering and implementation of voice networks with annual savings over $120,000.00.
