As a Subcontract Program Manager, I lead all subcontract activities for the development, production, and integration of satellite buses. I ensure alignment with cost, schedule, and technical performance parameters within the Supply Chain and Operations functions. Our work supports diverse customers, including the DoD, and other classified organizations. Key responsibilities include leading the Systems Development Life Cycle for L3Harris' outsourcing requirements. This involves developing subcontract specifications, SOWs, and terms and conditions for procuring specialized materials, equipment, and services. My role also includes preparing bid packages, analyzing and evaluating proposals, negotiating terms and conditions, and selecting or recommending subcontractors. I write awards and oversee the management of resulting subcontracts to ensure their performance meets technical and contractual requirements. Additionally, I serve as a consultant and special external spokesperson for the organization, engaging on matters related to policies, plans, and strategic objectives. My goal is to ensure seamless integration of subcontracted work, enhance program efficiency, and drive successful delivery. • Perform CPSR compliant Subcontract Management functions such as: Preparation of subcontract Request for Proposal (RFP/RFI) to include developing the Statement of Work (SOW), flowed-down Federal Acquisition Regulation (FAR) requirements, establishing response timelines, and through to the Letter of Subcontract. • Teamed with organizational subject matter experts for sourcing, qualifying, then followed-on with continuously monitoring, measuring, and reporting subcontractor performance to project management and leadership teams. • Managed the Material Requirements Planning (MRP) system upgrade. Developed and executed Supply Chain training to be used for training of Division Key Users and 150 Subcontracts and Procurement personnel prior to implementation of the MRP system upgrade.
