Brought into PMO Office to lead improvement efforts for Enterprise Benefits Administration System - Managed major upgrade to Enterprise Benefits Administration System. Developed and executed project plan for major system upgrade. Worked with impacted departments to ensure readiness for system changes. Coordinated with system vendor on all aspects of upgrade, managing tasks, issues and risks. Lead extensive User Acceptance Testing (UAT) effort, oversaw resolution of defects found during UAT. Ensured departments had proper training resources. Supervised successful production rollout including developing sequenced rollout plan and production testing. - Responsible for all Enterprise Benefits Administration System Issues. Tracked all problems and issues with EBAS. Worked across all departments to ensure problems were properly documented and prioritized. Facilitated communication between all impacted stakeholders. Selected to develop and head multinational remote agile teams focused on conceptualizing and driving product innovations within the retail purchasing realm. Evaluated ideas for technical and business feasibility and managed product lifecycle from ideation through rollout. • Produced a 10%-30% increase in auditing productivity by coaching team through the development of an Android app utilizing AI and Machine Learning (ML) based-recognition and optimized UX/UI design to reduce barcode scanning and auditor-in store time. Successfully deployed to 1K+ auditors conducting 57K+ audits per month. • Spearheaded development of software module (SDK) to improve image quality for auditor in-store imaging through the automated enforcement of camera position, shake detection, instantaneous retaking of blurred images, focus optimization, and other camera parameters. Used in all Nielsen’s modern in-store data collection apps (5). • Managed development of mobile app (Android and iOS) for consumer panelists to image their cash register receipts and manage their rewards points. Eliminated need to mail physical receipts for scanning prior to OCR processing and the handling of physical forms for panelist incentive redemption. Deployed to 3K+ panelists in Israel. • Delivered $1M+ in revenue in 12 months by heading the development of an Android app for tracking a shopper’s path and product interactions that were used for shopper studies in 8 countries. Backend analysis tools included heat maps and graphical path representation with ability to display by demographics. • Oversaw development of automated ChatBot used for panelist helpdesk and HR helpdesks. Currently deployed in 4 countries with major deployment in US (75k panelists) being planned for 2021. • Led program to develop mobile app for in-store audits, collecting shelf inventory, price, and store purchase data via mobile devices. Hired to oversee the Platform Engineering Group finances, focusing efforts on optimizing operational function through the implementation of budgetary and forecasting discipline. • Created $19M annual operating plan and maintained the operating forecast for 10 teams with 125+ employee and contractors. Tracked actual spending against forecast and annual operation plan and implemented corrective actions as needed. • Coordinated the financial setup, forecasting, and tracking of 9 major strategic programs. Partnered with Program Managers to review monthly financials and modify forecasts and operating plans, as necessary. • Reviewed and rebalanced program budgets across entire program portfolio to ensure portfolio is meeting financial targets. • Acted as governance lead responsible for organizational compliance with Enterprise Project Management (EPM) Policies.
Joined team to run the Programs Division, which contributes 80% of company revenue (~$8M) and consisted of Molecular Biology, Chemical Detection, Crystal Growth, and Nobel Gas Radiation Detector groups. • Negotiated and managed over $54.3M in government contracts, including a 5-year $25M IDIQ contract with Defense Threat Reduction Agency (DTRA). • Managed R&D programs to successfully deliver three groundbreaking products: the Xe1001 (a Xenon based radiation spectrometer), a process for coating TFT imaging arrays with polycrystalline Mercuric Iodide for security and medical applications, and a Surface Acoustic Wave (SAW) based chemical detector (CT-CAD). • Named as Program Manager for Constellation’s entry in Department of Homeland Security’s (DHS) Advanced Spectroscopic Portal (ASP) fly-off, a $3.5M effort resulting in a cargo portal with isotope identification capabilities tested at Nevada Test Site against naturally occurring radioactive material, medical isotopes, and special nuclear material. • Led program to develop integrated Nuclear, Biological, and Chemical (NBC) Unmanned Aerial Vehicle (UAV) sensor payload. • Championed innovative new single-crystal Mercuric Iodide growth method projected to lower price of pixilated Mercuric Iodide room temperature semi-conductor gamma spectrometers. • Managed Advanced Array BioSensor program, which resulted in an automated immunoassay system for biological warfare agent detection / identification tested during Technical Readiness Evaluation 07-1 at Dugway Proving Grounds. The system targeted a 50% reduction in consumable costs vs. current identifier in the Joint Point Biological Detection System (JBPDS) through use of a revolutionary reusable cartridge. • Negotiated and managed company’s largest commercial development contract ever to develop electronics and fluidics for commercial portable water quality assessment instrument for major manufacturer.
Drove the entire product development lifecycle for this Application Service Provider (ASP) specializing in website content management tools, online reporting, and site hosting for the financial and investment services industry.
