Russell has led compliance programs in a variety of government contexts as the Chief Investigator at the EPA and the Director of Compliance Operations at Primary Industries. His contemporary, risk based approach to regulation, combined with expert knowledge and proven leadership, ideally places him to deliver regulatory outcomes. In 2022 he completed a Churchill Fellowship, researching how the effective regulation of short term rental accommodation might contribute to housing affordability. Russell holds a Masters Degree in Public Administration, a Master of Arts (Investigation Management) and a Bachelor of Social Science Degree. He is a strategic thinker with an understanding of the political context within which compliance programs are developed and delivered. Integrity is the cornerstone of his leadership style. Russell is passionate about capacity building through training and influencing others. He is a qualified and experienced trainer.

Managed the Specialist Investigations Unit with state wide responsibility for the investigation of environmental incidents and the provision of investigations training to all compliance personnel.
