With over 40 years of Federal human resources experience, currently serves as the Director of OPM's new Hiring Experience Group partnering with agencies to improve the hiring experience by using innovative assessment practices, pooled hiring actions, and leveraging data and lessons learned to drive effective hiring policies and strategies.
Leading the effort to make the Federal hiring experience better by driving innovative hiring and assessment practices! OPM's new Hiring Experience Group is partnering with Federal agencies to improve the hiring experience for applicants, hiring managers, and HR practitioners across government. Our vision is to improve the hiring experience by conducting more strategic recruitment, using more rigorous assessments of candidates, and pooling hiring actions so we move away from one job announcement and one hire, to pooled actions where one job announcement leads to multiple hires across multiple Federal agencies.
Served as OPM’s Senior HR Advisor on competitive examining rules and veterans’ preference in hiring. Provides expert interpretation of Federal hiring laws and regulations which has government-wide application. Developed policy proposals for possible legislation and for executive orders and developed regulations to implement new laws, to carry out new Presidential policies, and to otherwise meet the needs of the Federal civilian service.
Served as the Manager of the Staff Acquisition Management Section overseeing OPM's Staff Acquisition Solutions Areas - Staffing, Recruitment & Branding, and Executive Leadership Hiring. In this role, Roseanna provided senior level technical consultation, advice, and service to agency officials. She developed business strategy and provided overall program direction for the Staff Acquisition Business Line to drive the accomplishment of key mission goals and objectives including business targets and quality performance indicators. She oversaw quality assurance activities and developed training requirement.
