About

I am the Chief Information Officer for the National Transportation Safety Board, an independent Federal agency charged with advancing transportation safety, objectively investigating accidents and incidents in aviation, and significant accidents in highway, marine, rail, pipeline and hazardous materials, assisting victims of transportation accidents and their families and performing fair and objective airman and mariner certification appeals. In this role I lead the NTSB’s information technology efforts, serve as a member of the senior management oversight council and as the Chief Freedom of Information Act (FOIA) Officer, and work collaboratively with the agency’s executive staff to improve business processes. Before joining the National Transportation Safety Board, I worked for two Treasury Department agencies — the U.S. Secret Service and the Bureau of Engraving and Printing –- and have truly enjoyed my 29 years of public service. I am passionate about my work and eager to connect with other Information Technology professionals. While I enjoy all aspects of my job, my favorite aspect is leveraging technology to achieve mission performance. Although my career has been spent in the technical ranks, I am first and foremost a bottom line business oriented individual who makes decisions based on the basic principles of value and risk. As a result, I have consistently and successfully brought positive change to the organizations I have served, using technology to provide innovative solutions to enable customers to meet mission requirements. I have an MBA in Information Systems Management and BBA in Finance from the George Washington University and have completed Chief Information Officer and Advanced Management Program certificate programs at the National Defense University.     Formulation, direction, and oversight of the NTSB’s IT policy, development and execution of current and out-year IT budgets, and direction of the Enterprise Architecture (EA) and IT Capital Investment programs. Provide direction, guidance, management and oversight for the NTSB’s Information Systems Security Program in compliance with the Computer Security Act and Office of Management and Budget (OMB) Circular A-130, Appendix III, "Security of Federal Automated Information Resources", and Federal Information Security Management Act (FISMA) to ensure the safeguarding of all information system assets and the integrity of data contained therein. Provide overall direction, management, and oversight for the NTSB's office automation initiatives and supporting IT network, desktop and mobile infrastructures. Provide overall direction and management for the technical design, content management platform, and supporting technologies for the NTSB's intranet and internet websites, and coordinates the content workflow for both sites with other agency offices. Implement best IT management, security, and regulatory practices/procedures for integration and support of the NTSB’s systems. Manage IT programs and resources through a staff of managers, supervisors, professional, technical and clerical employees and contractors who carry out the day-to-day work of the NTSB’s IT program. Serve as the NTSB's Chief FOIA Officer.

    As Deputy Associate Director for Information Technology and Deputy Chief Information Officer, I provided managerial oversight for four offices, eight divisions, senior technical personnel and a combined staff of over 120 full and part time government and contract personnel. In addition to serving as the CIO Directorate’s Chief Operating Officer (COO), and played an active role in strategic planning, policy formation and in supporting key programs such as Enterprise Architecture (EA), Governance and IT Security. I was responsible for the formulation and execution of the CIO Directorate’s budget and played a lead role in BEP’s Capital Planning and Investment Control (CPIC) process serving as Chair of the IT Capital Management Subcommittee and the Vice Chair of the Capital Investment Review Subcommittee.
