Experience to design and manage environmental friendly and cost effective projects in constructions, water supply, water treatment plants, waste water treatment plants and transportation systems (piping and pumping stations) field. I was involved in the preparation of Tender Documentation and Detailed Design for several projects being responsible for the Tendering process for turnkey projects financed by ISPA, PHARE, SAPARD, SAMTID, SOP. Framework Agreement to Support EIB Advisory Services (EIBAS) Activities Inside and Outside EU-27 Lot 1: Environment Assignment: Support in water sector – analysis of projects, support in implementation Reference number: AA-012574-001 The overall objective of this Assignment is to assist the EIB Project Advisory Support Team (PAS Team) in their support to the Ministry of Investments and European Projects, in particular the Managing Authority of Sustainable Development Programme (MA SDP), as follows: i assistance to the Programming Directorate in their activity of supporting beneficiaries of SDP during project preparation, and ii assistance in implementation and monitoring stages. The purpose of the Assignment is to assist MA SDP, including but not limited to the following: - Verification of completeness and coherence of feasibility studies for water projects, as a first step prior to the quality check by the MA evaluation team supported by JASPERS, - Analysis of priority of project stages to be implemented, - Support in implementation, including risk analysis and development of mitigation measures, - Provision of specialist advice related to technical or project / contract management issues, - Capacity building for MA SDP.
Framework Agreement to Support EIB Advisory Services (EIBAS) Activities Inside and Outside EU-27 Lot 1: Environment Assignment: Support in strengthening the institutional capacity of Intercommunity Development Associations in water sector Reference number: AA-012334-001 The overall objective of this Assignment is to improve the governance in the water sector in building capacity of IDAs as representatives of Administrative Territorial Units (ATU). Furthermore, the project will develop the institutional capacity of Local Environmental Protection Agencies (LEPA). The purpose of the present Assignment is to ensure that all procedures are put in place and that all staff from IDAs receive the relevant information / training in water and project management and to improve communication and collaboration between all stakeholders in the water sector, mainly Regional Water operators, IDAs and Territorial Administrative Units. The objective of the assignment is to revise all institutional documentation needed for a proper management of the IDAs and of the water services at the local/regional level.
Framework Agreement to support the activities of the EIB Project Advisory Support Team, Lot 2: Environment and Energy” Assignment: TA for support in water sector – analysis of projects, Phasing AA-010462-002 The purpose of the Assignment is to assist the EIB Project Advisory Support Team (PAS Team) in their support to the Managing Authority of Large Infrastructure Operational Programme (MA LIOP) in the performance of their tasks as follows: assistance to the Programming Directorate in their activity of supporting beneficiaries of LIOP (Water and Wastewater) in preparation stage, through analysis of the technical documentation submitted (or intended to be submitted) for financing, including support in preparation of executive summary of the water and wastewater projects.
Technical Assistance for preparation of Grant application and Tender documentations for Regional Infrastructure Development Project for Water and Wastewater in Vaslui County, in 2014-2020 Responsibilities: • Project management activities; • coordinating the team of experts, while being technically involved in every activity of the project; • producing reports, whose role is to inspect and approve the final form of technical documents developed within each activity; • coordinating and planning the activities of key experts and other experts, together with the Team Leader, and periodic review of progress for each activity in the contract, depending on performance criteria (documents submitted, reports etc) set out in the Terms of Reference; • alert the Team Leader of possible delays, reasons of their appearance and remedial measures that can be implemented in the shortest time. • interface with local authorities • ensure compliance requirements of the local legislation Activities: • Task 1 - Develop Grant application and supporting documents (Feasibility study, topographical study, geotechnical study, etc) • Task 2 - Develop Tender documentations (Technical design, detailed design, bill of quantities, etc) and support during the conduct of tenders in the Evaluation Commission (at Beneficiary’s request) • Task 3 - Technical assistance for design for execution of works contracts
