San Francisco Bay Area
Licensed Civil Engineer and Construction Manager with 11 years of experience driving preconstruction planning, design coordination, budgeting, contract administration, construction management, and project closeout for large-scale infrastructure projects.
Project Conception • Gathered internal requirements from stakeholders and departments through planning sessions, surveys, data analysis, and interviews • Developed project scopes, budgets, and delivery strategies that satisfy customer and operational needs across a complex, active port campus. Design Development • Drafted RFPs to solicit consultant proposals and reviewed the proposals to ensure the best fit for the project • Led multidisciplinary consultant teams who performed feasibility evaluations, site assessments, constructability studies, and PS&E package development for large capital programs. • Managed multiple simultaneous site/civil infrastructure projects — including large-scale pavement rehabilitation and marine facility upgrades — from concept and planning through construction and commissioning, maintaining rigorous adherence to project timelines and costs. • Coordinated the installation of new utilities across Port facilities, including new substations, stormwater, sewer, and drainage systems, to meet the growing demand of Port operations • Managed environmental permitting for major wharf improvement projects, coordinating across multiple permitting agencies within project schedule constraints. Construction Management • Negotiated contract change orders; managed scope modifications, budget impacts, and schedule changes across multiple concurrent projects. • Provided executive-level program status reporting on risks, budget, and schedule performance. • Conducted daily site visits to verify construction progress and resolve field issues • Negotiated contract change orders in the Port’s best interest during design and construction • Tracked and reported changes to project scope, budget, and schedules.
• Delivered site/civil CIP projects, including streets, storm drains, sanitary sewers, and facilities — managing full lifecycle from scoping and feasibility through construction and closeout. • Developed scopes of work, cost estimates, and PS&E packages; managed on-site construction works including contractor oversight, schedule tracking, and QA/QC. • Managed underground storage tank replacement at City Facilities — coordinating utility demolition, installation, site restoration, and regulatory compliance
• Managed the Corpyard Master Plan development — a campus-scale, multi-building site redevelopment — from scoping through design and construction. This work included developing new utility infrastructure such as power, water, sewer, and site civil infrastructure across a phased construction approach to minimize disruptions to operations. •Engaged with City staff and the public during design to establish project scopes, including the Corpyard Master Plan and Community Center Renovations • Prepared CIP scopes of work, timelines, cost estimates, and feasibility reports •Completed constructability reviews during design phase; identified utility conflicts and site constraints prior to construction. • Interviewed, negotiated, and executed contracts with design consultants and contractors • Led multi-disciplinary teams of consultants to design projects that met the stakeholders’ needs • Provided input and guidance during the development of PS&E packages • Automated a workflow in eBuilder to process change orders and payments efficiently • Trained engineering staff on using Bluebeam to efficiently review plans and specs.
• Coordinated design consultants, contractors, integrators, and client stakeholders to implement security infrastructure on new builds, in alignment with Meta global standards. • Performed bid leveling of contractor proposals to analyze and determine the best-suited contractor for my projects • Supervised the construction and commissioning of security infrastructure and devices, including retrofitting MDF/IDF rooms to support and power the new devices • Led schedule coordination, progress tracking, field verification, and construction meetings to maintain project timelines • Worked in highly fast-paced construction environments requiring strict adherence to schedule, safety, and technical standards
Transbay Transit Center •Managed ground-up construction including structural concrete, seismic joints, and landscaping • Coordinated the layout and design of MEP systems that integrated with my scopes of work • Negotiated contract change orders based on contractual obligations. • Reviewed submittals and wrote detailed RFI SFO Terminal 1 - Misc. Site Structures and Paving Package (April '18 - Sept '18)
