Randy Stark has 31 years of state law enforcement service, holding positions from the field level, first-line supervisor, Captain, Training Director to Chief Executive. Over the course of his 31 year career, he has experienced a wide range of high profile incidents including being one of the Incident Commanders during the largest protest in state history in February and March 2011 at the Wisconsin State Capitol. As Executive Director for the National Association of Conservation Law Enforcement Chiefs (NACLEC), Randy coordinates the National Conservation Law Enforcement Leadership Academy for conservation law enforcement executives at the National Conservation Training Center in Sheperdstown, West Virginia. Randy has taught adaptive leadership to hundreds of conservation law enforcement executives from across the United States. Through his work at the International Conservation Chiefs Academy (ICCA) he has taught adaptive leadership to participants from Sub-Saharan African countries (South Africa, Bottswana, Namibia, Zambia, Zimbabwe, Kenya, Mozambique, Tanzania, Malawi, Angola, Congo, Burkina Faso, Senegal, Camaroon, Ghana, Ivory Coast, Nigeria, Rwanda, Togo and Uganda, South Asia (India, Bhutan, Nepal, and Maldives), Southeast Asia (Philippines, Malaysia, Indonesia, Cambodia, Vietnam, and Thailand). The ICCA's purpose is create transnational relationships to combat wildlife trafficking. Randy specializes in adaptive leadership development and systems thinking, with an emphasis on working with organizations to adapt to the new realities they face due to changing social, technological, environmental, economic and political conditions. Randy speaks on topics including leadership and conservation history. Randy has developed a highly rated leadership development course that examines leadership through the lens of historical events. Randy has also served as an expert witness in Federal Court on use of force and Native American treaty rights litigation.
