Prof. Hakkı M. Karakaş, MD Prof. Karakaş is the national coordinator of radiology services for the Ministry of Health of Türkiye, responsible for system-wide policy, quality, safety, and large-scale transformation of medical imaging and digital pathology services. He is a Board Member of TÜSEB, President of TÜYZE (Türkiye Health Data Research and AI Applications Institute) and coordinating member of National Medical Device and Services Planning Board. He is a full professor of radiology, an experienced interventional radiologist, and a translational cognitive neuroscientist, working at the intersection of advanced imaging, clinical innovation, and data-driven health systems. He also holds advanced graduate degrees in business administration and marketing, enabling strong alignment between clinical excellence, strategy, governance, and market execution. Prof. Karakaş serves on the boards and advisory councils of multiple multinational healthcare, medical technology, and AI companies, supporting strategy, regulatory alignment, and large-scale deployment. He has led and governed USD 500M+ national healthcare infrastructure and digital transformation programs. His current focus is the development of a sovereign, scalable, and globally competitive ecosystem for data- and AI-enabled healthcare transformation and capital extensive medical device localizations.

Presidency of Health Institutes of Turkey (TÜSEB) was established to serve our country and humanity in the field of health sciences and technologies and to support planned and sustainable development. To meet Turkey's need for advanced technology and innovation in the field of health sciences and technologies, to reduce foreign dependency, to increase its competitiveness. In line with the objectives of increasing and sustaining, a strategic plan is being followed within TÜSEB, which takes into account the development plan targets and the priorities determined by the President and the Ministry of Health.
Establishing Centres of Competence for Quality Assurance/Quality Control in Diagnostic and Interventional Radiology at University/Research Hospitals in Europe and Asia by Assisting by wing to wing assessment of radiological and nuclear medicine services, prioritizing activities required to enhance quality practices, assisting on drafting policies and procedures and implementation. Successfully completed three mission.
