Provide leadership and strategic vision for Oxfam Intermon’s contribution to Oxfam’s humanitarian work. Representing Oxfam Intermon at the highest levels within the Spanish humanitarian sector. Represent the institution and build relationship with key public and private donors. Provide strategic leadership for the humanitarian programs ensuring that all the resources allocated deliver a high quality and timely scaling up for responses. Management of Oxfam Intermon Emergency Funds. Coordinate Oxfam Intermon Preparation and Response Committee. Ensure the coordination of thematic support to countries: humanitarian advocacy, Local Humanitarian Leadership, Nexus and protection.
Support the Regional Emergency Advisor and the whole regional emergency team in the planning and implementation of the Preparedness Change Management plan, and in the development and roll out of the new Emergency Preparedness Platform (EPP) in the Latin American region. Under the leadership of the Regional Emergency Unit, in close coordination with all relevant sections and in close collaboration with HQ: Provide technical assistance to Regional Office (RO) and Country Offices (COs) in the adoption of the new procedure. Provide quality control to the preparedness plans and preparedness products that COs and RO produce. Provide support and coordination to the roll out of the Preparedness Procedure and Guidance Note at CO and Regional Office level. Planning, coordination and support to EPP user engagement activities and to EPP piloting and roll out Develop and coordinate the implementation of plans for the piloting and roll out of the EPP in the region. Gather learning and take corrective actions Support the onboarding of offices and monitor progress Monitor COs’ compliance with the Preparedness Procedure’s requirements & produce reports needed Plan and support the facilitation of preparedness Learning/training activities in the region including the regional response roster related activities. Contribute to the development of learning materials on Preparedness and EPP (face-to-face, webinars, eLearning, tutorials, videos) Support the set up and facilitation of Knowledge Management mechanisms/activities in the region.
Responsible for the overall coordination of project outcomes leading the project team at national level. Participate in the international Steering Committee meetings of the project. Ensure that the project outputs are achieved, as identified in the project document and as advised and instructed by the Project Steering Committee. Liaise with the local, national, regional and international partners and stakeholders in the planning and management of the project activities, including attending meetings and seminars. Provide programmatic support and technical advice and ensure proper implementation, monitoring and evaluation including communications of progress and results and grant management. Coordinate the planning and organization of workshops, seminars, research studies or other activities related to the implementation of the project. Ensure that narrative and financial reporting and other European Commission requirements are met in line with donor agreements and follow up with partners where necessary. Represent the project, as required, with donor organizations, other international organizations, as well as national Government and non-governmental institutions.
Provide programmatic support and technical advice to field operations and ensure proper project planning, implementation, monitoring and evaluation including regular field visits, communications of progress and results and grant management. Develop high quality emergency response programmes and donor proposals. Coordinate with other stakeholders in emergency response including attending various cluster meeting, UNOCHA, DRR consortium, donors, etc. Coordinate between relevant staff and partner organisations to ensure that the programme is implemented in a consultative, participative, gender- and conflict-sensitive way. Capacity building of team, partners and government departments on humanitarian standards and principles. Ensure partners adhere to humanitarian quality standard, including SPHERE, accountability principles, protection and gender sensitivity. Ensure that narrative and financial reporting and other donor requirements are met in line with donor agreements and follow up with partners where necessary. Contribute to donor report writing, prepare SITREP’s, input and maintain the emergency report work plan, contribute to needs assessments, etc. Conduct administrative tasks related to the emergency response.
Coordinate the overall implementation of UNFPA Bolivia Education Programs (Comprehensive Sexual Education). Coordinate the National Education Platform (conformed by several education international cooperation agencies). Support the portfolio and technical commissions of this Platform through technical assistance. Strengthen capacity of national and international counterparts (government, NGOs, partners) through trainings and workshops for the delivery of high-quality technical support in identified priorities on Education, Gender and Protection. Lead, guide and support emergency, preparedness and response activities. Provide technical support to UNFPA staff and partners in strengthening the policies and programmes on addressing gender, particularly in the area of gender based violence (GBV) and violence against women and girls and vulnerable groups (VAWG) and strengthening multi-sectorial response with a particular focus on Protection and Education in humanitarian settings. Take a leading role in co-chairing the Protection and Gender Cluster and work closely with the GVB team on implementation of activities related to gender mainstreaming and women´s protection in humanitarian settings. Liaise with other government bodies/agencies/NGOs/donors to ensure coordination, implementation of common standards of Protection, Gender and Education issues in humanitarian response operations. Identify potential partnerships to implement strategies and programs: as psychosocial and legal support, peer support, alternatives to institutional care for vulnerable groups. Contribute to the development of new/updated policies, positioning, frameworks, guidance, standards, instruments and tools, as needed. Review and analyse technical, programmatic and substantive reports and provide quality assurance support, as requested. Monitor ongoing programmes and projects implementation through technical cooperation, field visits and analysis of progress reports.
