Philip Prophete is an experienced Telco Construction Manager with over 25 years of experience in the telecommunications industry. From central office to cell site, he maintains a wealth of knowledge pertinent to executing goals and satisfying the customer. His daily interactions consist of working independently and efficiently with on and off-site teams to effectively install equipment according to the technical documents and vendor deployment guidelines. Lead initial scoping and re-design phases for the AT&T Allagi project across (2) Markets East PA, South Jersey, and NYC , serving as Prime POC for client-facing site scoping calls. Completed 15–25 detailed site scoping documents per week to develop preliminary construction drawings (IWM, SSF, DE130, DE111) through detailed review of site documentation, RF data, and internal tools. Directed scoping team in the development of comprehensive per-site scopes and BOMs, identifying all work types, drivers, material requirements, and deliverables through CDs and AT&T RFDS. Supported multiple deployment and construction teams by interpreting and validating site technical solutions, customer construction standards, RFDS, CDs, mount analyses, and structural designs. Reviewed RFDS, CDs, and drone survey data for accuracy and constructability; documented redlines and coordinated corrections with document owners. Developed step-by-step build methodologies and build/outage plans, ensuring alignment between scoping call discussions and CDs, MA, RFDS, and SA. Coordinated schedules with Customer PMs, Market Site acquisition vendors, and RF engineer’s; recommended scope adjustments as required to maintain constructability and schedule. Participated in project planning and POD meetings, providing technical guidance and resolving field and design issues. Prepared status reports, analyses, and presentations to track progress and recommend solutions to emerging project challenges.

Small Cell Network
Ensure that all teams are adhering to Ericsson standards, processes and procedures as well as all Federal and Local standards using Virtual site support database tools such as Remote Access for AT&T, using Talon View for T-Mobile projects. Consistent communication between market teams about project status and progress. Attend market deployment calls daily. Perform Virtual live remote sessions with crew on site which includes safety checks, crew certification checks review of scope of work on first day of communication with crews to construction in progress to project cycle time expectations. Report Crane /Lift issues or change of scope to Market lead construction managers. Perform daily audit reviews of loaded photos in Talon view system. Forecast and actualize all construction milestones once construction has started.
Defined, ordered and oversaw installation and integration of equipment in the network. This includes but is not limited to switches, routers, servers, power systems, optical network equipment, patch panels and cables for multiple sites in Long Island, NY (Nassau and Suffolk counties). Worked closely with the Network Engineering team on planning network deployments based on equipment kits available and Network Operations personnel to hand-off newly deployed equipment to them for ongoing surveillance and management. Supported market construction team with supplement BOM orders when needed but not originally included in the BOM (Bill of materials).
Maintained the quality of execution on projects, while scheduling and coordinating pre-construction walks, in progress and quality punch walks. Ensured that site development construction-related project goals were met within established cycle times, quality requirements and approved budget. Performed feasibility walks & draft feasibility scoping in corroboration with Zoning, Acquisition and RF departments. Responsible for quality control and safety standards; fostering communication between stakeholders in the construction process including but not limited to site acquisition management, implementation management, project management and RF engineering. Reviewed and approved RFDS, construction drawings, all A&E deliverables during design. Coordinated proposed design changes with A&E service provider prior to construction installation. Review and approve customer provided construction documents and notice to proceed NTP requirements for completeness. Work in coordination with site acquisition managers with Landlord issues. Very successful record meeting with landlords to obtain consent signatures to start construction. Attend Customer meetings and communicate project schedule status as required. Address customer issues/concerns as they arise. Provided necessary support to the Vendors’ teams in the field.
