Led the organization finance operation with responsibility for 220 finance professionals and 450 drug enforcement, logistics, and production employees under the Agency of Health products. Reported to the CEO and provided strategic direction to seven Vice Presidents. • Instilled aggressive financial disciplines over a three-year period to stabilize hospital debt that had previously grown at the rate of $330M YOY. Reduced operating deficit to $33M from $350M audited projection. • Raised $430M in Medium Term Notes and issued the first yen-denominated bond, optimizing cost of capital fundraising.
