About

A content-driven researcher/evaluator and director with over thirty years of experience in policy, governance, and academia. Policy evaluation, research, knowledge, learning organizations, finance, supervision, collaboration, and the management of (and continued learning from!) professionals and practitioners; these are the terms that summarize my work and vision. In addition to numerous evaluations and studies, this has led to publications, including "Policy Evaluation in Theory and Practice" (2020; second edition 2023 - https://www.boom.nl/product/100-14123_Beleidsevaluatie-in-theorie-en-praktijk). I have also published regularly in evaluation and public administration journals and edited and contributed to books in the Comparative Policy Evaluation series (by Routledge) such as "Success in Evaluation," "Theories of Change in Reality", "Making Accountability Work", and "Towards Sustainable Futures: The Role of Evaluation." I have researched a wide range of policy areas, including international ones, through my work at Erasmus University Rotterdam, the Ministry of Finance, the Netherlands Court of Audit, and SWOV - Institute for Road Safety Research. Since 2021, I have been the proud director of IOB Evaluation: the (substantively independent) department for International Research & Policy Evaluation at the Ministry of Foreign Affairs (see https://www.iob-evaluatie.nl/). Since January 2026, I am President of the European Evaluation Society (EES) which is the Voluntary Organization for Professional Evaluation for Europe. Our primary goal is to promote the theory, practice, and utilization of high-quality evaluation in Europe and beyond. Formerly, I chaired the Dutch Evaluation Society Vide. I serve on the editorial boards of 'Evaluation - The International Journal of Theory and Practice' and 'Bestuurskunde' (Public Administration) of the Public Administration Association. Life and work = The Hague, kitesurfing, skiing, basketball, vintage bicycles and Citroëns, and music.

    IOB is the International Research and Policy Evaluation Directorate of the Ministry of Foreign Affairs. IOB conducts independent evaluation research on the effectiveness and efficiency of Dutch foreign policy. The aim is to help policymakers account for policy outcomes and to help them learn to improve policy. To ensure the quality and independence of its research, IOB employs transparent procedures. All IOB evaluations are public and submitted to the House of Representatives. De directie Internationaal Onderzoek en Beleidsevaluatie van het ministerie van Buitenlandse Zaken verricht onafhankelijk onderzoek naar de effectiviteit en efficiëntie van het Nederlandse buitenlandbeleid. IOB helpt beleidsmakers verantwoording af te leggen over de resultaten van het beleid. Daarnaast helpt IOB beleidsmakers te leren van evaluaties en het beleid te verbeteren. Om de kwaliteit en onafhankelijkheid van het onderzoek te waarborgen, hanteert IOB transparante procedures. Alle IOB-evaluaties zijn openbaar en worden naar de Tweede Kamer gestuurd.

    SWOV Scientific Road Safety Institute is the national independent institute for road safety research. SWOV's mission is to contribute to improving road safety through scientific research and evaluation. SWOV's knowledge is publicly available and made available to anyone professionally involved in traffic and road safety in the Netherlands. We strive for interdisciplinary collaboration, both internally and with knowledge institutions at home and abroad. SWOV Wetenschappelijk Onderzoek Verkeersveiligheid is het nationale wetenschappelijke instituut voor verkeersveiligheidsonderzoek. Het is de missie van de SWOV om met kennis uit wetenschappelijk onderzoek bij te dragen aan de verbetering van de verkeersveiligheid. SWOV is een inhoudelijk onafhankelijk, wetenschappelijk instituut. Kennis van de SWOV is openbaar en wordt beschikbaar gesteld aan een ieder, die zich beroepsmatig bezighoudt met verkeer en verkeersveiligheid in Nederland.
