Paul is a chartered town planner with 24 years’ professional experience in providing planning advice to a range of public and private clients in the UK and internationally. For the public sector, he regularly prepares retail and town centre strategies and has worked on high-profile masterplan commissions both in the UK and abroad. He regularly advises local planning authority clients on retail and town centre planning policy and appraises third party planning applications for main town centre uses. Paul also prepares evidence documents to support development plan documents and has successfully appeared at EiP in support of such work. For the private sector, Paul has undertaken numerous planning appraisals and prepared a significant number of planning masterplans, applications, representations and other planning material to inform the purchase and sale of sites and to secure a variety of urban and rural development uses. Paul has worked on all aspects of the planning process, from site identification and assessment to discharging conditions. This includes complex retail, commercial, industrial, mixed use and residential development projects. Paul has considerable experience of providing expert advice on a variety of complex planning matters ranging from environment considerations including flooding, transportation, archaeological, ecological, noise to ensure delivery of innovative sustainable development. Paul has expert witness experience in relation to the courts, EiP and at Public Inquiry.
