CAP wishes to impact on service delivery through emphasizing and influencing integrated planning; budget discipline; inclusion and participation in decision making processes; and natural resource governance. Specific objectives comprise: to improve the integrated nature and relevance of public policy and government programmes through policy research, advocacy and outreach interventions; to contribute to the observance of budget discipline in Uganda; to promote inclusiveness and participation in national decision making processes at local and central government levels; To promote the adoption of sustainable natural resource and environmental management approaches through various innovative interventions. As the Executive Director, i provide overall guidance and strategic direction, oversee programmes, human and financial resources and responsible for overall growth of CAP.
Providing dynamic leadership to the organization and including ensuring the country team is adequately structured and resourced to implement and monitor well targeted activities that respond effectively to the needs of the beneficiaries whilst coordinating with all relevant actors. Ensuring good inter department coordination and communication both internally and with the Pilgrim Head office in Seattle USA. This includes documentation of progress and challenges presenting solutions and ensuring application of lessons learnt. Responsible for in-country funding raising and is the principal point of contact with the in-country donors. Responsible for the financial management of the programme and work closely with the Financial Manager in this regard. Ensuring sound budget management and monitoring programme trends and addressing any problems and challenges in a timely and professional manner. Overall responsibility for narrative and financial reporting to donors ensuring high quality reports and adherence to donor rules and regulations. Responsibility and mandate to represent Pilgrim within Uganda, ensuring that there is appropriate liaison and negotiation with the relevant Government partners, regional and local authorities; donors; local agencies etc. at all levels of project implementation. Overall responsibility for the management of all staff, including performance management and staff development in full compliance with national labour law. In addition ensuring all policies and guidelines are made available and are understood and adhered to by all with training provided where needed. Accountable for the overall security of staff which includes ensuring that adequate security protocols are in place and are understood and adhered to by all staff and that a culture of security is developed and promoted with training provided /sourced when needed.
