Norman Sim is a communications strategist and policy advisor serving as the Special Officer to the Chief Minister of Penang. Even though he is the youngest to serve in office, his expertise in strategic communications, public policy, speechwriting, and research has played a key role in shaping narratives that connect leadership with the public and drive the Penang2030 vision forward.     As part of the Chief Minister’s Office, I am actively involved in the administration’s communication, policy, and public engagement efforts—with a primary focus on press, media, and public optics. My role bridges strategic messaging and policy narratives to ensure that the state government’s priorities are effectively communicated to the public and key stakeholders. Working closely with the Chief Minister himself and the Press Secretary, I undertake special assignments that align with the evolving needs and directions of the State Government. I was also instrumental in laying the groundwork for the establishment of the Penang Tariff Monitoring Taskforce, a policy initiative aimed at ensuring transparency and accountability in tariff-related matters. My area of expertise includes speechwriting and narrative development, particularly in the realms of current affairs, international relations, and state policy storytelling—crafting messages that reflect Penang’s vision, identity, and leadership on both the domestic and global stages.

I taught Introduction to International Relations from topics such as International Relations Theories (Realism, Liberalism, English School, & Constructivism), Evolution to International Societies, the construction of International Relations as a practice and disciplines, and the evolution of modern warfare etc.
