Significant experience in data-heavy national-level systems including data integration (BI tools such as Python & R and data virtualisation tools such as Denodo with MS SQL and Oracle DBs), data migration, data transformation and management (ETL/ELT). Proposed, structured and led contract variation resulting in delivery of new API data service pipeline within 6months. Appointed by Singstat Chief Statistician and Chief Technology Officer as Taskforce member to perform a 3-system modernisation review of legacy systems.       Actively protected the interests of CPF investors through monitoring of corporate actions of over 500 listed companies, engaging stakeholders (banks and regulatory authorities) and reviewing company applications to allow the use of CPF monies for the purchase of shares on the SGX. Supported policy analysis of investment activities by designing appropriate methodology and proxy selections. Executed analysis on Python (pandas) for over 1.2million investment transactions in a 10 year period. A good data analysis starts with understanding the collection and storage of data; hence having deep knowledge of the limitations (and the extent of data cleaning/patching required) of the Big Data available. Only then can good proxies be devised to address the Problem Statement. Sometimes the best (and most fun) solutions come from recognising that Google/Stackoverflow may not have the best solutions for a specific problem.

      PM/BA (few defined boundaries in small teams) in a team that launched National Projects under tight deadlines with contributions in the areas of systems architecture, design and integration, data control and facilitation, website and case management design and implementation. I employed design thinking and customer-centric quantitative methods (before these methods became catchphrases) and overhauled the GST Voucher website (including eService) design by studying leading eCommerce websites and mobile responsiveness and incorporating them to government services. The 2 most fulfilling projects were the implementation of a new push notification system which involved a multi-million dollar tender within 4 months and the complete design, development and implementation of the SG Bonus backend system which allowed for data flows and synchronicity across the various connected systems and applications. The fast-paced environment, intellectual stimulation and intense coordination across various departments (IT systems, IT security, Procurement, Finance, Legal) made for an exciting blend of pressure-cooker stress and a memorable experience.

      Early adopter of design thinking approaches through the use of data, customer journey mapping, archetype profiling to effect improvements in website UI/UX and operations. What changed? Focus on mobile instead of desktop site; from design to resource allocation. Introduced concept of “call-to-action” buttons which resulted in increased numbers of desired actions taken by site users. How? Used easily available site metrics (what were popular devices that site visitors used, demographic data, etc). Who needed convincing? Management and scheme principal (MOF). In particular, it was proposed that a certain site function (calculator) be dropped due to low use and high costs of maintenance, even though it was all the “rage” then to have calculators for everything (always check whether a fad is applicable and practical to your project). When? With strong support from bosses, in my first year!
