Neisha is an emerging policy & advocacy professional with experience advising across multilateral institutions, foundations and governments. Her work has focused on international development, philanthropy, and intergenerational approaches to issues impacting women and disadvantaged groups. At 18, she was selected as the UK Government’s sole UN Youth Delegate and currently serves as the UK’s first-ever Senior Youth Delegate and Advisor at the United Nations Commission on Population and Development. She has contributed to UN agreements, UK & Global priorities and convened an event co-sponsored by 4 Governments from Europe, Africa and Latin America. For the last 3 years, she was the youngest Advisor to Mission 44, Sir Lewis Hamilton's global foundation, and continues to shapes work on participatory grant-making. She played a key role in developing an innovate pilot match-fund model in partnership with a corporate foundation. Her policy work includes at the UK Foreign Affairs Department, where she led consultations, and contributed to policy notes to advance girls’ education in development contexts. She uses her platforms to inspire the next generations of leaders and she has spoken at institutions including the UN, the House of Lords, Bath University, UNFPA, and UCL - all before the age of 20. Neisha thrives when challenging systems and connecting cross-sector perspectives to tackle shared challenges. The youngest Advisor on Mission 44's inaugural cohort of Youth Advisors. I shaped strategy across philanthropy, governance, research, and inter generational engagement. My work focused on embedding intergenerational decision-making and participatory approaches into funding and organisational structures, including contributing to national research, governance reviews, impact frameworks, and high-profile stakeholder engagement initiatives. Overall helping drive initiatives that redistributed power and influence within funding and decision-making processes. • Co-led a participatory governance review involving 3 partner focus groups and 20 interviews, conducted thematic qualitative analysis, and delivered a formal recommendations report to staff, trustees, and board leadership. • Directed and facilitated high-profile events, including a 200+ attendee national student summit and a flagship fundraising gala, contributing to achieving donation targets and strengthening engagement with prospective donors and partners. • Built a learning framework and theory of change, establishing measurable outcomes, monitoring mechanisms, and impact-tracking processes for long-term programme accountability. • Supported corporate partnership strategy, including pitch development, benefit design, red-line funding agreements, and Advisory Board training on corporate engagement and prospecting.
UCL/UNFPA led research project implementing Narrative Exposure Therapy for GBV survivors in Guinea
The UK Government’s Senior Youth Delegate to CPD59, the first to ever hold this position, following after having been the only Youth Delegate to the UN CPD58 the previous year. Returning this year in an expanded role - I’m building on my experience advancing the ICPD Program of Action by taking on greater responsibility within the delegation, including supporting training, developing an event and continuing to deepen my technical expertise, especially in UN Agreed language. Engaging in strategy and zero draft mark-ups aligning with key frameworks such as UK priorities, CEDAW, ICPD PoA, CSW, Global Youth Consultations, UN Agreed Language, SDGs and Global data on technology, rights, and health. • Successful recommendation to implement a junior-senior delegate system, taken on by the Government. This new model supports capacity-building and ensures the development of institutional knowledge amongst Youth Delegates. • Convening and coordinating a multi-stakeholder UN side event on technology, digital safety, and women’s rights, bringing together governments, UN agencies, civil society, researchers, and private sector actors to share policy solutions and best practice. • Coordinated with government delegations, civil society organisations, and UN partners to support consensus-building around key outcome documents. • Analyse emerging global trends and provide recommendations to strengthen implementation of the ICPD Programme of Action.
Selected at 18, as the only UK Government Youth Delegate at the United Nations’ 58th session of the Commission on Population and Development. Working alongside the UK Mission to the UN, and the Foreign, Commonwealth and Development Office, I contributed to policy development, negotiation strategy, and diplomatic engagement at the highest levels of global governance. My work included advising on UK policy positions, analysing negotiation text, delivering interventions and delivering the UK National Statement. This shaped dialogue on humanitarian response, global health and GBV across governmental, civil society, and multilateral spaces. I led bilateral engagements with governments, international organisations, and funders, contributed to coalition-building efforts across sectors, and helped strengthen inter generational participation within multilateral decision-making processes. • Contributed to high-level policy dialogues and led bilaterals with government agencies and international organisations - including the UK Minister for International Development, the Head of Global Health at FCDO and a Minister of Sierra Leone. • Attended meetings between funders and multilateral, and contributed to discussions on the global funding landscape. • Attended the annual Trusted Government Meeting with civil servants and the consortium Countdown 2030. • Advised the UK government on the health and rights of women and girls, contributing to policy positions and the decision to present a closing statement. • Hosted a high-level breakfast for 20+ international delegates, strengthening multilateral cooperation. • Engaged in mark-up calls reviewing draft language and gave recommendations on negotiation text and UN language.
Selected for a highly competitive leadership and political development programme supporting underrepresented young people to access careers in politics, policy, and public service. Completed intensive masterclasses hosted across Parliament, government, and the private sector, engaging directly with MPs, senior civil servants, policymakers, and industry leaders to gain insight into decision-making, campaigning, leadership, and public service. Developed practical skills in political literacy, advocacy, strategic thinking, and professional leadership, while building a strong national network of emerging leaders from diverse backgrounds committed to shaping more inclusive institutions.
Consulted with the Foreign, Commonwealth and Development Office on their education agenda with a focus on girls’ education in development contexts alongside representatives of multiple charities and NGOs. Regularly engage with the FCDO Girls’ Education Department to inform policy making and hold the government to account on key commitments. This includes by: a. Participating in FCDO-led consultations on new education focused policy papers and strategies b. Attending quarterly meetings with officials from the Girls’ Education Department Facilitated a roundtable with key stakeholders on AI in education, developing priorties for the foreign office’s AI policy note, which was shared in multilateral dialogues and referred to in the Secretary of State’s Education World Forum speech. An Additional outcome was the establishment of a “Teachers in the loop” Edtech Hub program from recommendations. Advised the government ahead of the Wilton Park Conference on Ending Violence in and around Schools and the inaugural Ministerial Conference on Violence Against Children in Colombia. Recommendations led to the UK Minister for Development pledging additional funding to end child marriage and launching a Ministerial Taskforce. The Council’s recommendations were also collated in a policy note presented at Wilton Park. This Council includes representation from the Global Partnership for Education, Plan International UK, Save the Children, ONE, World Vision, the Send My Friend to School Coalition and Students Organising for Sustainability UK.
