I am a development professional, researcher, and capacity-building specialist with more than 30 years of experience in public sector reform, higher education, human resource development, policy research, project management, and organizational development. Holding a Ph.D. in Human Resource Development, I have dedicated my career to strengthening institutions, developing human capital, and promoting evidence-based decision-making. Currently, I serve as Director at the Pakistan Institute of Development Economics (PIDE), where I lead initiatives related to capacity building, stakeholder engagement, research dissemination, and organizational development. Throughout my career, I have worked closely with government organizations, academia, development partners, and the corporate sector to design and implement programs that improve performance, governance, and service delivery. My expertise includes training and development, monitoring and evaluation, people analytics, project management, policy analysis, and institutional strengthening. I have successfully managed development projects, conducted research and surveys, developed strategic frameworks, and delivered executive training programs for diverse audiences. I am passionate about contributing to inclusive and sustainable development through research, capacity building, and collaborative partnerships. I believe that empowering people, strengthening institutions, and creating opportunities for marginalized groups—particularly women and youth—are essential for achieving meaningful and lasting socioeconomic progress.
Leading the Executive Development Centre at PIDE, Pakistan's premier economic research institute, with full responsibility for executive education, corporate training, and public sector capacity building. In this role, I design and deliver training programs, workshops, and seminars for federal and provincial government institutions, covering leadership, governance, KPIs, office ethics, and performance management. I conduct training needs assessments, oversee competency-based curriculum design, coordinate faculty, manage program delivery, and carry out post-training evaluation. I also serve as Director ORIC, where I strengthen research–policy–training linkages across PIDE's institutional mandate and build partnerships with government bodies, international organizations, and the corporate sector for executive learning solutions.
Leading the Business Studies department at PIDE, with oversight of academic programs, faculty, curriculum development, and research in management and organizational sciences. I oversee postgraduate program management, faculty recruitment, and academic quality assurance, ensuring departmental curriculum remains aligned with HEC standards and the evolving needs of public sector management and human resource development. I mentor faculty and graduate researchers across HRM, organizational behavior, and public sector governance, and coordinate departmental research activities to ensure they connect to policy-relevant outcomes at the national level.
Leading human resource management research at PIDE, producing policy-relevant studies on public sector workforce, governance, and institutional reform. I have authored and co-authored major policy reports including Modernizing Governance: Pakistan's Rules of Business (2024), Lifetime Cost of Public Servants (2023), and Principal Accounting Officer Issues & Challenges (2023), as well as leading the study on the Status of Education after the 18th Amendment. I supervise graduate research, conduct thesis evaluation, and apply HR analytics, ROI methodology, and statistical tools to support rigorous, evidence-based research that informs public policy and institutional decision-making.
Headed the university's training and professional development function while concurrently leading the Evening Program as Head of Department. I designed and managed Training of Trainers (ToT) programs, leadership development workshops, and administrative training initiatives for faculty and staff, while supervising academic operations, faculty coordination, and quality assurance for postgraduate evening programs. I promoted industry-academia collaboration through seminars, workshops, and certification programs, and led curriculum alignment with HEC standards and accreditation-related academic improvement efforts across the university.
Planned and delivered nationwide training programs for banking officers across branches and head office units. I developed curricula in management, leadership, IT systems, and regulatory compliance, and introduced training evaluation and ROI-based assessment frameworks to measure program impact on individual performance and organizational outcomes. I coordinated with State Bank of Pakistan and senior leadership to ensure training remained aligned with strategic and regulatory priorities, and applied data-driven analytics to continuously improve learning effectiveness.
Managed enterprise IT infrastructure and network operations for Allied Bank's IT Centre over a decade. I administered Cisco, Unix/Linux, Windows NT, and Oracle enterprise environments, ensuring network uptime, security, and reliability across the bank's operations. I also supported technology-enabled training initiatives and contributed to IT capacity building within the institution.
Worked within quality control and safety operations at one of the world's leading oilfield services companies. I conducted safety, quality, and compliance training programs for field and operational staff, and was responsible for monitoring safety compliance, data collection, and field reporting across petroleum operations in a high-stakes industry environment.
Supported a USAID-funded wood consumption monitoring project covering Punjab and KPK provinces. I designed survey tools and sampling methodology for large-scale field data collection, contributed to capacity building and analytical training for field teams, and produced statistical reports to guide policy recommendations on wood consumption and resource management.
